Senior Manager MEP Design

Section I: Job PurposeThe role holder is responsible for directing the MEP design strategy, technical assurance, and implementation across the company’s real estate portfolio from concept design through to commissioning and handover. This role provides senior technical leadership to ensure that MEP systems are efficient, sustainable, commercially viable, and fully coordinated with all disciplines, while collaborating closely with development managers, consultants, contractors, and authorities to mitigate risks, ensure regulatory compliance, and meet programme, budget, and quality targets.Section II: Key ResponsibilitiesProject Planning and Design StrategyLead the development and implementation of MEP design strategies in alignment with project briefs, development objectives, design standards, sustainability targets, budget requirements, and delivery programmes.Collaborate with development managers, architects, structural engineers, cost consultants, project managers, and other stakeholders during project planning and design development stages.Lead and participate in project kick-off meetings to establish MEP scope, deliverables, design responsibilities, programme milestones, procurement requirements, and budget considerations.Establish MEP design briefs, technical requirements, performance specifications, and design standards for consultants and project teams.Provide strategic technical input into project feasibility studies, concept design options, master planning, and development proposals.Review MEP design programmes and consultant deliverables to ensure timely completion and coordination with the overall project programme.Identify MEP-related project risks, constraints, opportunities, and mitigation measures at an early stage.Lead value engineering initiatives to optimise MEP systems while maintaining quality, performance, sustainability, operational efficiency, and project objectives.Support the development of project budgets and cost plans by reviewing MEP design solutions, specifications, equipment selections, and associated commercial implications.Design Management, Review and CoordinationLead the review of MEP design drawings, calculations, specifications, reports, schedules, BIM models, and technical submissions at all design stages.Ensure that MEP designs comply with applicable building codes, industry standards, authority regulations, sustainability requirements, and Company design standards.Review and coordinate MEP designs using relevant digital platforms, including Revit, BIM 360 and Revizto.Lead BIM coordination, clash detection sessions, model walkthroughs, and design coordination workshops with consultants and project teams.Ensure that all design coordination matters, clashes, comments, and outstanding issues are recorded, monitored, and closed through Client Resolution Sheets (CRS) and other agreed project tracking mechanisms.Coordinate with architectural, structural, civil, landscape, interior design, fire and life safety, vertical transportation, and specialist design disciplines to ensure seamless integration of MEP systems.Ensure MEP systems are designed to minimise spatial requirements, avoid visual impact, support architectural intent, and facilitate efficient construction, operation, maintenance, and replacement.Review design submissions and provide clear, timely, and technically robust comments to consultants.Ensure consultants address review comments, coordination matters, design deficiencies, and technical non-compliances within agreed timeframes.Participate in weekly design workshops to assess consultant progress, resolve critical issues, review risks, and agree mitigation actions.Respond promptly to MEP-related Requests for Information (RFIs), technical queries, design clarifications, and stakeholder requests.Consultant, Tender and Procurement ManagementSupport the appointment and management of MEP consultants, specialist designers, contractors, subcontractors, suppliers, and vendors.Assist with the preparation of Requests for Proposal (RFPs), scopes of services, technical evaluation criteria, and consultant appointment documentation.Review technical submissions, consultant proposals, material submittals, equipment schedules, and method statements.Participate in technical evaluations, internal scoring processes, recommendations, and selection of consultants, suppliers, and specialist contractors.Coordinate with procurement and supply chain teams to source, evaluate, and select suitable MEP materials, equipment, systems, and service providers.Ensure proposed MEP systems and equipment meet project performance, quality, maintainability, programme, warranty, and cost requirements.Participate in commercial and technical discussions with suppliers and vendors, supporting negotiations on technical compliance, delivery schedules, service levels, and lifecycle value.Monitor supplier and vendor performance, quality, responsiveness, and adherence to contractual and technical obligations.Construction, Site Supervision and DeliveryProvide senior technical oversight during construction to ensure that MEP installations are implemented in accordance with approved design documents, specifications, statutory requirements, and project quality standards.Conduct regular site inspections and technical reviews to monitor progress, workmanship, installation quality, compliance, and coordination with other trades.Identify and resolve MEP-related site issues, design discrepancies, construction conflicts, change orders, and unforeseen conditions in coordination with development management, consultants, contractors, and subcontractors.Review contractor shop drawings, coordinated drawings, material submittals, mock-ups, samples, commissioning plans, and construction methodologies.Ensure timely resolution of design and technical matters that may affect project programme, cost, quality, authority approvals, or handover.Monitor MEP construction progress against approved programmes and support recovery planning where delays or risks are identified.Work closely with project managers and development managers to manage MEP budgets, resources, risks, changes, and project milestones.Support the review and assessment of MEP-related variations and change requests, ensuring that technical, commercial, programme, and operational impacts are understood.Quality Assurance, Testing and CommissioningEstablish and implement MEP quality assurance and quality control requirements throughout design, construction, testing, commissioning, and handover.Review and monitor inspection and test plans, testing procedures, commissioning plans, system integration requirements, and performance verification processes.Ensure MEP systems are tested, commissioned, balanced, integrated, and demonstrated in accordance with approved specifications, authority requirements, and operational standards.Conduct field inspections, performance reviews, and technical assessments to verify the functionality, reliability, efficiency, and compliance of MEP installations.Monitor, document, and track defects, non-conformities, deviations, and deficiencies, ensuring that appropriate corrective actions are implemented and closed.Ensure the timely preparation and review of operation and maintenance manuals, warranties, as-built drawings, asset registers, training records, and handover documentation.Support the transition of completed MEP systems to facilities management and operational teams.Stakeholder and Client Relationship ManagementAct as the senior technical point of contact for MEP-related matters across assigned projects.Provide regular updates to the Director – Development Management and senior stakeholders on design progress, key risks, technical issues, budget implications, programme status, and mitigation actions.Build and maintain effective working relationships with internal business units, consultants, contractors, suppliers, regulatory authorities, building owners, and operators.Represent the Company in technical meetings, design reviews, authority discussions, site meetings, and project workshops.Collaborate with project stakeholders to prepare technical reports, progress updates, change documentation, risk registers, and presentations for management review and approval.Address stakeholder concerns, requests, and feedback in a timely manner while ensuring adherence to approved project requirements and Company standards.Section III: Qualifications, Experience & SkillsMinimum Qualification:Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or a related engineering discipline is required.A master’s degree in a relevant discipline will be an added advantage.Professional engineering registration, chartered status, or equivalent professional accreditation will be an advantage.Leadership in Energy and Environmental Design (LEED) accreditation, or equivalent sustainability credentials, will be an advantage, particularly for projects with sustainability objectives.Experience: Minimum of 12 to 16 years of progressively responsible experience in MEP engineering, design management, construction supervision, or related fields.Significant experience in MEP design, technical review, coordination, site supervision, testing, commissioning, and project handover.Demonstrated experience in a senior managerial, supervisory, or team leadership role.Experience within real estate development, consultancy, and construction environments is essential.Proven experience managing MEP design across large-scale, mixed-use, residential, commercial, hospitality, retail, or masterplan developments is preferred.Strong knowledge of construction methodologies, building codes, authority regulations, industry standards, and MEP best practices.Experience managing multidisciplinary consultants, contractors, subcontractors, suppliers, and other external stakeholders.Skills:Strong technical expertise across mechanical, electrical, plumbing, fire protection, and building services systems.Advanced knowledge of MEP design coordination and digital design tools, including AutoCAD, Revit, BIM 360, Revizto, and related BIM coordination platforms.Strong project and design management capabilities, with the ability to manage multiple concurrent projects, priorities, budgets, and programmes.Proven ability to lead design reviews, clash detection sessions, technical workshops, value engineering exercises, and risk mitigation initiatives.Strong commercial awareness, including an understanding of MEP cost drivers, procurement processes, material selection, lifecycle value, and change management.Excellent leadership, people management, mentoring, and stakeholder management skills.Strong communication, negotiation, presentation, and report-writing skills.Sound problem-solving, analytical, decision-making, and conflict-resolution abilities.High level of attention to detail, quality, compliance, and technical accuracy.Ability to work effectively in a
