Job Purpose: The primary purpose of this role is to contribute to the development and maintenance of the DFSA’s policy framework across a variety of financial regulatory topics including, but not limited to, capital markets, securities, funds, technology and innovation, AML/CFT, banking, insurance, digital assets and ESG, depending on organisational priorities.

Key Responsibilities

Developing Policy Develop and maintain the policy framework for the DFSA, working across a range of subjects so that the DFSA’s framework is in line with international standards; consistent with the organisation’s Risk Tolerance; and facilitative of appropriate new financial business in the DIFC.This includes:the development of the DFSA’s policy framework following internal policy and legislative development processes, including preparing policy papers, presenting policy positions, drafting consultation papers, etc. leading policy projects to deliver necessary and appropriate changes in the DFSA’s regulatory policy framework to agreed timescales and standards of quality; conducting comparative analysis of international standards and the regimes in other jurisdictions against the DFSA’s regulatory regime to identify areas where change may be needed; andInteract with key stakeholders internally and externally (market participants, peer regulators, international standard setting bodies, industry associations) to formulate policy positions.International Developments & RepresentationFollow international regulatory developments relevant to the role and participate in shaping relevantinternational standards by preparing, or contributing to preparing, relevant responses to international or regional consultations. Monitor, analyse and report on the outcomes of this work.Establish and maintain relations with local, regional or international regulators and standard setters, where necessary, responding to consultations and queries on regulatory matters.Providing Solutions & Change ManagementAnalyse the need forpolicy or strategic change in anyparticular area andidentify viable options based on their merits.Propose to DFSA seniormanagement and the DFSA Boardappropriate options on policy choices, or the development of strategy or the riskframework, and stepsrelated to theirpractical implementation across the organisation.Lead in communicating clearly on relevant issues with both internal and external stakeholders.Eligibility Criteria:Minimum of a bachelor’s degree in a relevant field (e.g., economics, finance, law, international relations).Minimum Experience:8 to 10 years of experience with a broadly equivalent financial services regulator (or other highly relevant experience).Knowledge, Skills & Attributes:Essential:An in-depth understanding of financial regulation, its drivers and the role of policy frameworks.Technical knowledge of at least one area of the DFSA’s responsibilities (e.g., banking, insurance, capital markets, securities, funds, technology and innovation, AML/CTF, corporate governance, and ESG), or a demonstrable ability to develop technical expertise quickly.Experience and understanding of the role and working methods of the international standard setters and ability to contribute to these processes.Expertise in analysing complex issues, identifying viable options, their critical evaluation and selecting the best option from a strategic point of view.The ability to think creatively and propose practical solutions on both familiar and unfamiliar issues.Demonstrated ability to communicate complex matters in a simple and clear way, both orally and in writing adapted to different organisational levels.Capacity to deliver high quality work to demanding timescales.
