Senior Manager – Pre-construction Management

Since 2012, Khazna has become the leading wholesale data center provider in the Middle East and North Africa, delivering reliable and scalable infrastructure to support the region’s growing digital ecosystem.We are seeking a Senior Manager – Preconstruction Management to lead all preconstruction activities from concept and feasibility through procurement, tendering, commercial and technical evaluations, and the appointment of General Contractors and key consultants. The role will collaborate closely with Engineering, Project Management, Contracts & Commercial, Procurement, Finance, Legal, and external consultants to ensure projects are fully developed and ready for execution.KEY ACCOUNTABILITIES:Lead overall preconstruction strategy.Develop preconstruction plans, schedules, and milestones.Coordinate Engineering, Design, Procurement, Commercial, and Project teams.Ensure projects are fully developed and de-risked.Develop project cost plans and budgets.Establish CAPEX forecasts with Finance and Commercial teams.Develop procurement strategies for contractors and consultants.Manage PQQ, RFP, ITT, and tender processes.Coordinate technical clarifications and tender evaluations.Lead tender interviews, site visits, and negotiations.Review contractor methodologies, programmes, resources, and logistics.Ensure tender packages are complete and competitive.Lead contractor and consultant prequalification and assessments.Monitor contractor and consultant performance during preconstruction.QUALIFICATIONS & COMPETENCIES:Bachelor’s degree in Engineering or Construction Management; Master’s preferred.15+ years of experience across preconstruction, planning, scheduling, and construction.Strong understanding of construction methodologies and sequencing.Proven preconstruction, procurement, and tender management experience.Strong contract, contractor, and stakeholder management skills.Strong analytical, problem-solving, and risk management abilities.Ability to manage multiple projects and work effectively under pressure.Strong technical knowledge, client management, and team leadership skills.
