If you enjoy solving real problems and seeing your work used at scale, you will feel right at home here.Role Overview:The Senior Manager, Procurement leads and oversees the end‑to‑end procurement function, serving as analyst, planner, and advisor to the Head of Procurement. The role is responsible for reviewing and approving procurement activities, developing sourcing strategies, managing key vendor relationships, and ensuring compliance with the Group Procurement Policy and BNM guidelines for e‑money issuers. The Senior Manager guides and supervises the Senior Associate and Associate in day‑to‑day negotiations and sourcing execution, drives process optimization, and acts as the recommending authority on procurement matters to support timely, cost‑effective, and governance‑compliant outcomes across the organization.What You'll Do:Sourcing & Tender ManagementOversee and approve RFQ, RFP, and Tender exercises, ensuring alignment with Group Procurement Policy, DAL thresholds, and governance SOPs.Review and validate proposal evaluations, commercial analyses, and tender committee (TC) presentation packs before submission to approval authority.Advise business units on sourcing strategies, specification development, and market positioning to optimize procurement outcomes.Lead complex negotiations and approve final pricing, terms, and contract structures; coach team members on negotiation best practices.Vendor Management & GovernanceEstablish and maintain vendor governance frameworks, including onboarding standards, performance scorecards, and contract lifecycle management.Lead strategic vendor reviews, escalate performance issues, and manage key supplier relationships across the fintech ecosystem.Oversee due diligence, related-party transaction (RPT) checks, BNM/TPSP compliance assessments, and vendor risk categorization.Procurement OperationsReview and approve PRs, POs, BPA releases, and contract renewals within delegated authority; ensure Oracle Fusion workflows are properly managed.Oversee procurement system administration (Oracle Fusion), resolve escalation issues, and drive workflow automation and process standardization.Ensure full audit readiness of all procurement records, TC minutes, approval trails, and governance documentation.Stakeholder CollaborationAct as procurement advisor to business units, guiding specifications, budget alignment, and demand planning for both OPEX and CAPEX.Collaborate with Finance, Legal, IT Security, Risk, and Compliance on cross‑functional reviews, policy updates, and regulatory submissions.Supervise, coach, and develop the Senior Associate and Associate, setting performance targets and reviewing day‑to‑day work quality.Other TasksLead the development and periodic review of procurement policies, SOPs, templates, and governance frameworks.Produce management and board‑level procurement dashboards covering savings KPIs, pipeline, vendor concentration, and compliance metrics.Lead cross‑functional procurement transformation initiatives and represent the function in enterprise projects.Plan and deliver procurement training, onboarding programs, and capability‑building workshops for the team.Undertake special assignments and ad‑hoc projects as directed by the Head of Procurement.Represent the Procurement function in management meetings, tender committees, and external industry forums.AccountabilityTimely delivery and quality of all procurement sourcing outcomes across the organization.Full compliance with Group Procurement Policy, BNM guidelines, and internal governance frameworks.Strategic management of vendor ecosystem, ensuring fairness, transparency, and value optimization.Accuracy and audit readiness of procurement records, TC documentation, and Oracle Fusion system entries.Measurable contribution to cost savings, process efficiency, and enterprise risk mitigation through strategic sourcing.Upholding the highest standards of integrity, confidentiality, and professionalism; developing team capability and procurement excellence.Role Requirements:Bachelor’s degree in Business Administration, Supply Chain Management, Finance, Engineering, or related discipline. A Master’s degree or MBA is an advantage.Professional procurement certifications (e.g., CIPS, CPSM, MCIPS) are strongly preferred.5–10 years of progressive experience in procurement, sourcing, and vendor management, with at least 3 years in a supervisory or team‑lead capacity.Proven track record of leading end‑to‑end RFQ, RFP, and Tender exercises, including TC presentations and contract negotiations for high‑value procurements.Hands‑on experience with Oracle Fusion Procurement (or equivalent ERP such as SAP Ariba, Coupa); ability to configure and administer procurement workflows.Experience in fintech, e‑money, or financial services procurement is strongly preferred; familiarity with BNM guidelines and TPSP requirements is an advantage.Advanced analytical skills with the ability to evaluate complex proposals, perform total‑cost‑of‑ownership analyses, and present recommendations to senior management.Strong negotiation and contract structuring skills, with deep understanding of commercial terms, SLAs, and risk allocation.Excellent communication, stakeholder management, and people leadership skills; ability to influence cross‑functionally at all levels.Strong strategic planning and prioritization skills; ability to manage multiple high‑value workstreams concurrently.Proficient in Oracle Fusion, Microsoft Excel (advanced), PowerPoint, and procurement analytics tools.Strategic thinker with strong governance mindset, attention to detail, and ability to drive continuous improvement.Deep understanding of strategic sourcing, category management, and procurement best practices in a regulated environment.Expert knowledge of tendering procedures, contract law fundamentals, and vendor lifecycle management.Thorough knowledge of procurement governance frameworks, BNM regulatory requirements for e‑money issuers, and audit standards.Strong understanding of financial analysis, CAPEX/OPEX budgeting, TCO modelling, and value‑for‑money assessment methodologies.What You GetWork your wayFlexible working hoursYour wellbeing mattersMedical coverage, with option to include dependantsExtra leave for family and caregiving needsRewards that grow with youMonthly lifestyle allowance via TNG eWalletLong-term rewards for your contributionsEveryday supportMobile and broadband reimbursementDiscounts and wellness perksWhat it’s like to work hereWe care about people who take ownership, speak up, and want to make things better.
