It safeguards the integrity of MOHH’s procurement process by ensuring that every procurement fulfils the three key principles of transparency, open and fair competition as well as value for money.The Contracts Team manages the procurement and contract administration of public healthcare infrastructure projects on behalf of MOH, in strict adherence to Government Procurement rules. We look out for one another, leaving no on behind as we grow.SUMMARY OF THE ROLE We are looking for a dedicated and meticulous professional to join our Procurement Team.The candidate will be responsible for planning, managing, and executing procurement activities to ensure the timely, cost-effective, and compliant acquisition of goods and services. The role ensures value for money, transparency, risk management, and adherence to organisational policies, regulatory requirements, and ethical standards across both private and public sector environments.JOB RESPONSIBILITIESReview procurement approval forms in accordance with MOHH Procurement policies and Corporate Operating Policy and guiding Evaluation Committee to formulate clear, objective evaluation criteria and scoring methodologiesDevelop and implement procurement strategies aligned with business and organisational goalsFacilitate and manage complex or strategic end-to-end sourcing activities including Request For Quotations (RFQs), Request For Proposals (RFPs), evaluations, negotiations, clarifications and contract awardsAdvise MOHH Purchasing Divisions on procurement policies and governance framework and ensure compliance while meeting project needsAdminister RFQs/RFPs via SAP Ariba eProcurement System and ensure procurement records, approvals and audit trails are properly maintainedGenerate, review and monitor Purchase Orders issuance in SAPIdentify process efficiency improvements and risk mitigation opportunitiesManage procurement spend analysis, reporting and insights to support management decision-making, planning and governance oversightMaintain high standards of integrity, transparency, accountability and documentation in all procurement activitiesDrive or support procurement transformation initiatives, including automation, dashboard reporting, digital tools and AI-enabled productivity improvements.Supervise, coach and guide team members where applicable, including reviewing work outputs and supporting capability development within the team.Perform any other work duties, projects or initiatives as assignedJOB REQUIREMENTSBachelor’s degree in Business, Supply Chain Management, Procurement, Finance, or a related fieldProfessional procurement certifications (e.g. CIPS or equivalent) is an advantageProficient in Microsoft Office applicationsMinimum 7 years of relevant procurement experience, including exposure to both public and private sector procurementGood understanding of procurement governance, compliance, and risk managementExcellent communication, stakeholder management, and negotiation skillsStrong analytical skills with attention to detailComfortable using digital tools (e.g. AI, dashboard) to enhance individual and team productivity, analyse data and support division making.A Sneak Peek into What You Can Expect to Learn:Growth Mindset: Embrace continuous learning and personal development through personalised training programs and mentorship from your team members.
