Apply & track with Apply EdgeAbout the RoleWe are seeking a Senior Programme Associate/Programme Manager to support the next phase of a regional community platform dedicated to improving health outcomes across Asia. The Community convenes funders, practitioners, and ecosystem partners to address pressing health challenges across Southeast Asia — with an initial focus on maternal, newborn and child health and nutrition, as well as infectious diseases — through collaborative philanthropy and collective action.This is a full-time role dedicated exclusively to supporting the Community, embedded within the Community's backbone secretariat function. The role will work closely with the Organisation and its Programme Office to strengthen coordination, support programme development, and advance collaborative philanthropic initiatives that improve health outcomes across Southeast Asia. The candidate is not expected to independently lead programme strategy or make funding or governance decisions.As the Community evolves, it is moving beyond convening towards a more strategic and action-oriented model — focused on identifying priority areas, shaping collaborative initiatives, strengthening the pipeline of high-impact opportunities, and translating philanthropic interest into meaningful action. This role combines programme management, stakeholder coordination, analytical thinking, and strategic execution. The successful candidate will help translate Community priorities into action by supporting programme development, assessing emerging opportunities, maintaining momentum across stakeholders, and ensuring effective follow-through on agreed priorities.The ideal candidate is highly organised and execution-oriented, while also possessing strong analytical skills, sound judgement, and the ability to engage thoughtfully with complex health and development challenges. They should be comfortable working across multiple stakeholders, exercising independent judgement in assessing programme opportunities, and contributing to the implementation of strategic priorities in a dynamic and evolving environment. Success will depend on strong collaboration, sound judgement, excellent organisation, and the ability to translate strategic priorities into coordinated action.Key Responsibilities1. Community Leadership and Stakeholder EngagementCoordinate day-to-day engagement with Community members, including philanthropic organisations, programme partners, subject matter experts, and other ecosystem stakeholders.Coordinate governance structures and working groups, including scheduling, agenda-setting, development of discussion materials, documentation of key decisions, and follow-through on agreed actions.Support the development of strong relationships across the community and maintain clear visibility on activities, priorities, and opportunities for collaboration.Support engagement with senior stakeholders and facilitate alignment across diverse perspectives and interests.Contribute ideas to strengthen community participation, deepen member engagement, and enhance the overall effectiveness of the platform.2. Programme Development and Pipeline ManagementManage and maintain the Community's programme pipeline, ensuring proposals, concepts, and emerging opportunities are systematically tracked and progressed.Support first-stage reviews of programme proposals and partnership opportunities, assessing strategic fit, feasibility, potential impact, scalability, implementation readiness, and alignment with Community priorities.Help identify key gaps, risks, assumptions, and areas requiring clarification, and work with partners to strengthen programme design and refine proposals.Coordinate with internal and external stakeholders to gather information, synthesise insights, and ensure proposals are sufficiently developed for decision-making and funding discussions.Maintain robust systems and processes to provide visibility on the status of initiatives, critical dependencies, and next steps.3. Strategic Planning and ExecutionSupport the development and implementation of the Community's strategic priorities as it transitions into its next phase of growth and impact.Work closely with internal teams, external advisors, and consultants to translate strategic recommendations into practical workplans, operating models, and implementation roadmaps.Help drive the execution of agreed priorities following the strategy development process, ensuring continuity and sustained momentum beyond the advisory phase.Monitor progress against strategic objectives and proactively identify opportunities to strengthen the Community's approach, partnerships, and areas of focus.Provide analytical insights and recommendations based on emerging trends, stakeholder feedback, and lessons from implementation.4. Funding and Partnership DevelopmentSupport processes that facilitate collaboration, co-funding, and alignment among Community members and partners.Help translate stakeholder interest into actionable opportunities by preparing materials, coordinating discussions, and tracking progress towards funding and partnership decisions.Support internal teams and external partners in the development of partnership structures, governance arrangements, and implementation approaches where relevant.Contribute to building and maintaining a credible pipeline of high-quality opportunities that are positioned for philanthropic engagement and support.5. Convenings and Thought LeadershipSupport the design and delivery of Community convenings, including sessions at a flagship regional philanthropy summit and other strategic engagements.Work with partners and subject matter experts to curate discussions that are evidence-informed, action-oriented, and relevant to community priorities.Prepare high-quality briefing materials, discussion papers, presentations, and stakeholder updates to support decision-making and external engagement.Capture key insights, recommendations, and commitments arising from convenings, and ensure appropriate follow-through and accountability.Contribute to positioning the Community as a credible platform for collaboration, learning, and impact in the health ecosystem across Asia.Profile and Experience6–8 years of relevant experience in global health, public health, international development, philanthropy, management consulting, programme management, or related fields.Demonstrated understanding of health systems, population health, health innovation, or adjacent development issues is strongly preferred.Experience working across multi-stakeholder environments involving philanthropies, NGOs, multilateral organisations, government agencies, academic institutions, or private sector partners.Ability to assess programme concepts and proposals critically, including evaluating strategic alignment, implementation considerations, and potential for impact.Strong project management skills, with the ability to manage multiple workstreams and navigate evolving priorities.Excellent analytical and synthesis skills, including the ability to distil complex information into clear recommendations and actionable insights.Strong written and verbal communication skills, with experience preparing materials for senior leadership and external stakeholders.Experience supporting strategy development and implementation is highly desirable.Personal AttributesProactive, resourceful, and solutions-oriented, with a strong sense of ownership and accountability.Able to operate effectively in ambiguity and contribute structure and clarity in evolving environments.Demonstrates sound judgement and the confidence to ask critical questions and challenge assumptions constructively.Comfortable engaging with senior stakeholders and following through across diverse groups to maintain momentum.Strategic thinker who is equally comfortable moving between high-level planning and detailed execution.Collaborative and relationship-oriented, with a strong commitment to advancing meaningful impact in health and development.Motivated by the opportunity to shape and grow an evolving platform focused on improving health outcomes across Asia.Do note, due to quota constraints, we are able to consider Singaporeans or PR only.
