Senior Manager - Security Operations & Logistics Coordination (MAS287)

Qiddiya is looking for someone who can provide strategic leadership, governance, and operational direction for all Security and Logistics functions supporting construction, infrastructure, and project activities across Qiddiya developments. The role is responsible for overseeing day-to-day security operations, command center activities, access control, permit governance, contractor compliance, incident management, emergency preparedness, and stakeholder engagement to ensure safe, secure, and uninterrupted project execution.The position plays a key role in driving operational excellence through continuous improvement, process optimization, performance management, and digital transformation initiatives. It is accountable for strengthening governance frameworks, enhancing service delivery, improving operational efficiency, and ensuring the protection of people, assets, and infrastructure while supporting the successful delivery of project objectives and organizational priorities.Key Responsibilities Security OperationsDevelop and implement construction security strategies, policies, procedures, and operating standardsOversee site security operations across construction zones, project areas, logistics routes, and key access pointsManage security service providers, guard force operations, and specialized security contractorsConduct risk assessments and implement mitigation measures to protect personnel, assets, equipment, and infrastructureLead incident management, investigations, escalation, and emergency response coordinationEnsure compliance with corporate security standards, regulatory requirements, and approved project security plansMonitor access control systems, surveillance systems, command center outputs, and physical security infrastructureCollaborate with government authorities, emergency services, contractors, and relevant stakeholders on security matters Logistics Security & Operational CoordinationEngage with logistics planning and execution teams to support project schedules and operational requirementsOversee secure movement of construction materials, equipment, and critical project assetsCoordinate security requirements for transportation, warehousing, inventory control, and material movement activitiesSupport safe and controlled access for contractor vehicles, delivery movements, buses, and project transportation activitiesDevelop logistics security contingency plans to mitigate operational disruption, access constraints, and emergency scenariosMonitor logistics-related security performance and drive continuous improvement initiatives Command Center, Access Control & PermitsLead command center coordination, situational awareness, incident logging, escalation, and operational response trackingGovern workforce, vehicle, visitor, and contractor access processes in line with site proceduresOversee permit-related security controls and ensure alignment with project access requirementsTrack recurring access, permit, and compliance issues and provide corrective recommendations to management Vendor & Stakeholder ManagementEstablish and maintain effective relationships with internal departments, contractors, delivery partners, and external stakeholdersSupport service agreements, call-off orders, scopes of work, and contracts related to security and logistics servicesMonitor contractor and vendor performance against agreed KPIs, service levels, and compliance requirementsResolve operational issues affecting project delivery, security performance, logistics flow, or stakeholder requirements Compliance, Risk & GovernanceEnsure compliance with relevant laws, regulations, corporate security directives, transportation requirements, and project proceduresMaintain health, safety, environmental, and quality standards within security and logistics operationsImplement governance frameworks for construction security, contractor compliance, access control, and logistics operationsDevelop and maintain security and logistics risk registers, issue trackers, action logs, and reporting mechanisms Financial & Performance ManagementDevelop, monitor, and manage budgets related to security and logistics operationsMonitor operating costs, service operations, construction security, logistics, infrastructure, operations, or major project environments4+ years of leadership experience managing multidisciplinary teams, contractors, and service providersDemonstrated experience supporting large-scale construction, infrastructure, masterplan, or giga-project developmentsProven experience managing outsourced security contracts, third-party logistics providers, and contractor performanceExperience in emergency response, crisis management, operational readiness, and incident investigationsExperience working with government authorities, regulatory agencies, emergency services, and senior stakeholders is preferredprotecting project continuity and site safetyBachelor's degree in Security Management, Logistics, Supply Chain Management, Engineering, Business Administration, or a related fieldProfessional certifications are highly desirable, such as CPP, PSP, PMP, CSCP, CISM, or equivalent
