Senior Manager, Supply Chain & Contract Management (SCCM)

We’re looking for an experienced individual to be charged in planning, directing and overseeing the department to achieve department’s functional and operational goals.Key ResponsibilitiesTo assist in preparing Annual Contract Departmental Business Plan, strategic sourcing, prepares Annual Cost Budget, prepare QRCC.To obtain Competitive Bid and Award Tender On Time, minimise Value of Variation Order (VO) / Extension of Time, ensure the completion of Final Account.To control project cost and ensure overall budget of the projects is maintained from inception to completion.To evaluate contractor's bid and advise on competitiveness of price and to monitor the cost of major cost elements.To exercise timely and accurate completion of final account.Lead a team of consultants, main contractors, subcontractors and suppliers to deliver the projects based on time, cost, quality, environmental, safety and health compliance.To study and develop department best practices and review and update SOPs as and when necessary.Implement all policies, activities, procedures, instructions as relevant and required by the Quality, Environmental, Safety & Health Management System (QESHMS).Ensure compliance to relevant statutory requirements at all times, including QESHMS in line with ISO 9001, ISO 14001, and ISO 45001 standards, International Standards, local regulations, code of practices, and legal requirements.Take responsibility for prevention of work-related injury and ill health.Determine risks, opportunities and plan actions and ensure they are implemented.Key RequirementsDegree in Quantity Surveying & Building TechnologyMinimum 10 years working experience in the related field is required for this positionWorking experience with consultancy firm or contractor and property developerWell versed with prevailing market prices of construction works and building materialsStrong analytical skills with good attention to detailStrong at relationship building with strong negotiation skills, especially in networking with consultants, contractors and supplierStrong decision making skillsStrong leadership qualities in managing a teamKnowledge in QESH Management, HIRARC, ESH legal & other requirements and EHS practices.
