Experience Level: Senior (8+ years total IT experience, 5+ years in Oracle Fusion reporting) Employment Type: FTC – 6 Months Availability: Immediate joiners preferred; maximum 15 days' notice Location : Dubai, UAEJob Summary : We are seeking a Senior Oracle BI Publisher (BIP) and OTBI Developer with deep expertise in Oracle Fusion Cloud Financials reporting. The candidate will lead the design, development, and optimization of complex financial reports, dashboards, and analyses, working closely with Finance stakeholders (GL, AP, AR, FA, Cash Management, Expenses, Procurement) to deliver accurate, performant, and audit-ready reporting solutions. This role requires strong technical depth, ownership of the reporting architecture, and the ability to mentor junior team members. Key Responsibilities Lead end-to-end design and development of custom BIP reports (RTF, PDF, Excel, eText) and OTBI analyses/dashboards for Oracle Fusion Financials modules (GL, AP, AR, FA, CM, Expenses, Tax, Procurement). Architect complex, multi-data-model BIP reports involving sub-templates, bursting, and conditional formatting for statutory, regulatory, and management reporting. Build and optimize advanced SQL/PL/SQL data models against Fusion Financials schema, including GL balances, subledger accounting (SLA), and drill-down reporting. Serve as the technical lead for Finance reporting requirements gathering, translating complex business needs (e.g., financial statements, reconciliation reports, statutory reports, tax reports) into scalable technical designs. Own performance tuning of high-volume financial reports (e.g., large GL extracts, AP/AR aging, trial balance, financial statement generators). Design and manage bursting configurations for high-volume outputs (e.g., customer invoices, vendor payments, employee expense reports). Lead migration and version control of BI objects across environments using Catalog Manager, ensuring proper change management for Finance-critical reports. Integrate BIP/OTBI reporting with Oracle ESS jobs, FBDI processes, and Fusion Financials workflows (e.g., AP invoice imports, GL journal imports). Define and enforce data security and role-based visibility for Finance reports (data roles, duty roles, ledger/BU-level security). Collaborate with Finance functional leads, auditors, and business stakeholders during period-close, audit, and statutory reporting cycles. Troubleshoot production issues, including report failures, data discrepancies, and ESS job errors, with a strong sense of ownership and urgency. Mentor junior BIP/OTBI developers and review their technical designs and code. Create and maintain technical documentation: data flow diagrams, data model specs, and report design documents. Partner with Oracle Support for SR management on product bugs and patches affecting Finance reporting. Required Skills & Qualifications Bachelor's degree in Computer Science, Information Systems, Finance, or related field. 8+ years of overall IT experience, with 5+ years specifically in Oracle BI Publisher and OTBI development. Strong hands-on experience with Oracle Fusion Cloud Financials (GL, AP, AR, FA, CM, Expenses) reporting and underlying data structures. Expert-level SQL and PL/SQL skills, including complex joins, analytical functions, and performance tuning for large financial datasets. Deep knowledge of Fusion Financials tables/views (e.g., GL_BALANCES, XLA tables, AP_INVOICES, AR_TRANSACTIONS) and subledger accounting. Advanced RTF template design (MS Word-based), including complex layouts, conditional logic, and multi-language/multi-currency formatting. Strong experience with OTBI subject areas specific to Financials, dimensions, hierarchies, and presentation layer customization. Experience designing bursting definitions for high-volume statutory/regulatory outputs. Solid understanding of Oracle Fusion security model (data roles, duty roles, data access sets) as applied to Finance reporting. Experience with FBDI and ESS job scheduling/monitoring. Experience with financial statement reporting requirements (balance sheet, P&L, cash flow) and statutory/tax reporting formats. Excellent stakeholder management, communication, and requirement translation skills. Proven ability to lead reporting workstreams in Oracle Fusion implementation or support projects. Good to Have Experience with OAC (Oracle Analytics Cloud) or Fusion Data Intelligence (FDI) for Finance analytics. Exposure to Financial Reporting Studio (FRS) / Smart View for management reporting. Experience with OTBI/BIP performance benchmarking and tuning best practices. Knowledge of Oracle Integration Cloud (OIC) for report-triggered integrations. Experience in multi-country/multi-ledger implementations with localization/statutory reporting needs. Oracle Cloud certifications (Fusion Financials, Analytics/Reporting). Working Knowledge Expected Fusion SaaS reporting constraints: no direct database access, so SQL runs inside BIP data models under runtime and memory limits;
