We are seeking a highly experienced Senior Oracle Fusion Business Analyst with strong expertise in Oracle Fusion Cloud applications and government business processes to support the analysis, design, implementation, optimization, and continuous improvement of enterprise solutions. The role requires a deep understanding of business process analysis, requirements gathering, functional design, process mapping, stakeholder engagement, testing support, and change management, with a strong focus on public sector and government operating models.The consultant will work closely with business users, functional consultants, technical teams, solution architects, project managers, and implementation partners to translate government business requirements into effective Oracle Fusion solutions that are compliant, efficient, scalable, and aligned with organizational policies, regulatory requirements, and digital transformation objectives.Key ResponsibilitiesBusiness Analysis & Process LeadershipLead end-to-end business analysis activities for Oracle Fusion Cloud implementations, enhancements, and support initiativesAnalyze current-state and future-state business processes across government functions and translate them into clear functional and business requirementsFacilitate workshops, interviews, and working sessions with stakeholders to gather, validate, and prioritize requirementsDocument business needs, process flows, use cases, user stories, functional specifications, and acceptance criteriaIdentify process gaps, inefficiencies, control weaknesses, and opportunities for automation and standardizationSupport business process reengineering initiatives to align government operations with Oracle Fusion best practicesWork closely with functional teams to ensure business requirements are accurately reflected in solution designOracle Fusion Application SupportSupport business analysis across Oracle Fusion modules such as:FinancialsProcurementProjectsHCMSCMGrantsAssetsExpensesBudgeting and PlanningUnderstand Oracle Fusion application capabilities and map them to government business requirementsAssist in defining configuration requirements, business rules, approval flows, and operational controlsValidate that Oracle Fusion functionality supports statutory, operational, and reporting requirementsCollaborate with functional consultants to ensure business processes are configured correctly and efficientlySupport issue analysis, root cause identification, and resolution of business and functional defectsGovernment Business Process ExpertiseAnalyze and document government-specific business processes, policies, and compliance requirementsSupport processes related to:Budget preparation and controlPublic expenditure managementProcurement and tenderingVendor and supplier managementGrants and fund managementAsset tracking and lifecycle managementPayroll and workforce administrationProject and program monitoringFinancial reporting and statutory complianceUnderstand public sector governance structures, approval legacy government processes into standardized Oracle Fusion workflowsAssist in defining controls for transparency, accountability, traceability, and complianceRequirements Gathering & DocumentationPrepare detailed business requirement documents, process maps, gap analyses, fit-gap assessments, and solution summariesTranslate business needs into functional requirements that can be used by functional and technical teamsMaintain traceability between business requirements, solution design, testing, and deployment deliverablesDocument business rules, exception handling, approval matrices, and reporting needsSupport preparation of training materials, user guides, and operational proceduresEnsure documentation is clear, complete, accurate, and aligned with project governance standardsTesting & ValidationSupport unit testing, system integration testing (SIT), user acceptance testing (UAT), and regression testing activitiesDevelop test scenarios, test scripts, and expected results based on business requirementsValidate Oracle Fusion configurations, workflows, reports, and transactions against business expectationsCoordinate with business users during UAT and support defect logging, triage, and resolutionVerify that data migration, process flows, and reporting outputs meet business and compliance requirementsSupport cutover, go-live readiness, and post-implementation validation activitiesStakeholder Engagement & Change ManagementAct as a liaison between business stakeholders, functional teams, technical teams, and project leadershipFacilitate enhancements, release impact assessments, and business readiness activitiesRequirementsRequired QualificationsBachelor's degree in Business Administration, Information Systems, Finance, Public Administration, Computer Science, or a related disciplineProfessional certification in business analysis, Oracle Fusion, or related functional area is preferred8-12+ years of experience in business analysis, functional analysis, or enterprise application support5+ years of experience working with Oracle Fusion Cloud applications or similar ERP platformsProven experience supporting government, public sector, or regulated enterprise environmentsStrong understanding of business process analysis, requirements management, and stakeholder engagementExperience in at least 2-3 full lifecycle
