Senior Organizational Excellence & Competitiveness Specialist

Terracotta Outsourcing is currently recruiting on behalf of a leading government organization in Dubai for an experienced Chief Specialist – Pioneering & Competitiveness to support the delivery of organizational excellence and competitiveness initiatives.This role will focus on managing recognized excellence frameworks, supporting local and international award submissions, conducting organizational assessments, and driving continuous improvement initiatives across the organization.Position: Chief Specialist – Pioneering & CompetitivenessLocation: Dubai, UAE (On Site)Key ResponsibilitiesManage and support the implementation of organizational excellence frameworks, including Dubai Government Excellence (DGE), EFQM, and RTA Excellence frameworks.Support the preparation and coordination of submissions for local and international excellence awards.Conduct organizational self-assessments to evaluate performance against established excellence criteria and identify improvement opportunities.Support and deliver internal assessor training to strengthen organizational excellence capabilities.Monitor excellence performance, improvement plans, and related initiatives to ensure objectives and targets are achieved.Manage excellence-related projects, initiatives, and associated budgets.Identify opportunities to enhance organizational performance and support the implementation of continuous improvement initiatives.Promote a culture of excellence, innovation, and continuous improvement across the organization.Collaborate with internal stakeholders to gather evidence, assess performance, and support excellence programs and award submissions.Ensure activities are conducted in compliance with applicable information security policies and organizational requirements.RequirementsBachelor's or Master's degree in Excellence, Quality, Business Administration, or a closely related discipline.Bachelor's degree holders: Minimum of 11 years of relevant professional experience.Master's degree holders: Minimum of 9 years of relevant professional experience.Strong experience in organizational excellence, quality management, business excellence, or continuous improvement.Demonstrated knowledge of recognized excellence frameworks such as DGE and/or EFQM.Experience conducting organizational assessments, self-assessments, or excellence evaluations.Experience supporting or managing excellence award submissions and related documentation.Strong project management, analytical, reporting, and stakeholder management capabilities.Excellent communication and presentation skills with the ability to engage effectively across different organizational levels.Preferred ExperiencePrevious experience within government, semi-government, or other large and complex organizations.Hands-on experience with Dubai Government Excellence (DGE) and EFQM frameworks.Experience participating in or leading local or international excellence award submissions.Experience as an internal or external excellence assessor is highly advantageous.Strong exposure to organizational performance improvement and excellence culture initiatives.Why Apply?Join a leading government organization in Dubai and contribute to high-impact organizational excellence initiatives.Work with internationally recognized excellence frameworks and methodologies.Play a key role in strengthening organizational performance and promoting a sustainable culture of excellence.Contribute to major local and international excellence programs and award submissions.If you have extensive experience in organizational excellence, EFQM, DGE, quality, or performance improvement and are looking to contribute your expertise within a leading organization, we'd love to hear from you.
