Senior PMO Manager

About the role: We're looking for a Senior PMO Manager to lead program delivery end-to-end across our workstreams, owning governance, risk, timelines, and stakeholder relationships. This is a project-based engagement based in Dubai, UAE (office-based, no remote option).Key responsibilities:Own program delivery end-to-end — risk management, timelines, dependencies, and delivery plans across all workstreams.Lead stakeholder management across the program, including client/sponsor relationships where applicable.Own the benefits case and track value realization against defined KPIs.Manage, mentor, and performance-manage the project managers within the program.Run steering committees and executive briefings, including status reporting and escalation management.Establish and maintain the program governance framework, PMO processes, templates, and reporting cadence.Assess project feasibility by evaluating resource capacity and delivery risk in partnership with technical and business leads.Partner with HR on hiring decisions for project management roles.Manage the PMO's operating budget and report on delivery cost efficiency and productivity metrics.Recommend and implement improvements to PMO policies, tools, and processes.Requirements:15+ years in project/program management, including 5–7 years in a PMO leadership or Senior PMO role.Experience managing large-scale, complex programs with multiple workstreams.Preferred industry experience: Insurance, Technology or IT consulting.Experience with AI project implementation is a plus. Proven experience managing multiple concurrent projects/programs and cross-functional teams.Excellent command of English, both written and verbal.Proficiency with PMO tools (MS Project, Jira, Smartsheet, or similar).Strong analytical, budgeting, and risk management skills.Bachelor's degree in Business Administration, Project Management, IT, or related field (Master's/MBA a plus); PMP, PgMP, or PRINCE2 preferred, not required — track record takes priority.Must be a resident of Dubai, UAE.
