Sr. Procurement ManagerSparks Group, partnered with a rapidly growing forward-thinking government contractor seeking a Senior Procurement & Contracts Manager to build and oversee a scalable procurement and contract administration function within a growing government contracting and technology environment. This role will provide strategic leadership across procurement operations, contract lifecycle management, regulatory compliance, supplier management, and team development. If you’re looking for an exciting opportunity as a new step in your career, apply now!Key ResponsibilitiesLead end-to-end procurement operations, including sourcing, purchasing, purchase orders, supplier management, cost control, and vendor negotiations, leveraging Costpoint Purchasing.Manage the full contract lifecycle for customer contracts, subcontracts, NDAs, teaming agreements, modifications, funding, deliverables, and compliance requirements.Establish and optimize procurement and contracts processes, policies, controls, and workflows aligned with FAR/DFARS, company policies, and customer requirements.Partner with executive leadership, legal, finance, security, and other stakeholders to mitigate risk, support audits, and ensure contractual and regulatory compliance.Build and lead the procurement/contracts function, including hiring and mentoring team members, establishing KPIs and reporting, and driving continuous process improvement.Key Requirements8+ years of progressive experience in procurement, contracts, or contract administration, ideally within a government contracting, defense, national security, or technology environment.Strong knowledge of federal contracting and procurement regulations, including FAR/DFARS, government contracting practices, and compliance requirements.Hands-on Costpoint Purchasing experience strongly preferred, with demonstrated ability to develop and optimize procurement workflows and processes.Proven leadership and process-building experience, including establishing procurement/contract functions from the ground up and managing direct procurement and/or subcontract administration.Bachelor’s degree in Business, Supply Chain, Contract Management, or a related field; strong negotiation, communication, and vendor management skills. Clearance eligibility requiredPreferred QualificationsExperience in a startup or high-growth GovCon, national security, or dual-use technology environment.Familiarity with NIST 800-171, CMMC, ITAR, and other federal security/compliance frameworks.Experience with software/SaaS contracting, software licensing, and technology procurement.Professional certifications such as CPCM, CFCM, or PMP and/or an advanced degree.Active TS/SCI with polygraph strongly preferred.
