Apply & track with Apply EdgeThe Senior Procurement Officer is responsible for managing and optimizing procurement activities for construction projects, ensuring the timely, cost-effective, and compliant sourcing of materials, equipment, services, and subcontracting packages.The role involves developing and implementing sourcing strategies, negotiating commercial terms, managing supplier relationships, monitoring supplier performance, mitigating supply risks, and ensuring compliance with Company procurement policies, procedures, and applicable GCC regulations.The position plays a key role in driving cost savings, improving procurement efficiency, optimizing supplier performance, and supporting project and operational requirements across the organization.Key ResponsibilitiesDevelop and implement procurement and sourcing strategies aligned with business, project, and operational requirements.Lead the end-to-end procurement process, from sourcing and supplier evaluation through negotiation, purchase order placement, and delivery follow-up.Source construction materials, equipment, services, and subcontracting packages in accordance with project specifications, schedules, and budgets.Analyze market conditions, supplier capabilities, pricing trends, and competitive intelligence to support effective sourcing decisions.Identify and implement cost-saving, value-engineering, and cost-optimization opportunities while maintaining required quality and specifications.Negotiate prices, contracts, payment terms, delivery schedules, warranties, and other commercial conditions with suppliers and subcontractors.Build and maintain strong relationships with key suppliers and subcontractors.Evaluate, qualify, select, and rationalize suppliers based on quality, cost, capacity, delivery performance, financial stability, and business requirements.Monitor supplier performance against agreed KPIs, contractual obligations, quality standards, and delivery commitments.Collaborate with Project Management, Engineering, Finance, Logistics, Commercial, and other internal stakeholders to ensure procurement activities meet project requirements.Manage procurement budgets and monitor spending within the assigned area of responsibility.Lead procurement savings initiatives and contribute to improving operating cash flow through effective sourcing, negotiation, payment, and purchasing strategies.Identify procurement and supply-chain risks and develop mitigation plans to ensure continuity of supply and minimize project delays.Develop and maintain procurement reports, KPIs, market analyses, supplier evaluations, savings reports, and performance dashboards.Ensure compliance with Company procurement policies, procedures, Delegation of Authority (DOA), contractual requirements, and applicable GCC regulations.Maintain accurate procurement records, documentation, purchase orders, supplier evaluations, and commercial correspondence.Drive continuous improvement and operational excellence across procurement processes and systems.Apply procurement best practices and support the implementation of standardized sourcing, purchasing, and supplier management processes.Support the development and implementation of strategic procurement plans to maximize total procurement value and maintain a competitive advantage.Identify opportunities for supplier consolidation, framework agreements, bulk purchasing, and long-term sourcing arrangements where appropriate.Represent the Company professionally, ethically, and transparently in all dealings with suppliers, subcontractors, and internal stakeholders.Support HSE initiatives, safety awareness activities, and incident reporting and resolution in accordance with Company policies and IMS requirements.Education & ExperienceBachelor’s Degree in Supply Chain Management, Procurement, Business Administration, Engineering, or a related field.Minimum 7 years of relevant procurement experience, preferably within the GCC construction industry.Strong experience in sourcing construction materials, equipment, services, and subcontracting packages.Proven experience in supplier and subcontractor negotiation, contract management, cost reduction, and supplier performance management.Strong understanding of procurement processes, commercial terms, purchasing practices, and supply-chain management within the GCC.Experience managing procurement activities for construction projects with multiple stakeholders and tight project schedules.Experience with ERP/procurement systems and Microsoft Office applications, particularly Excel.Strong analytical, negotiation, communication, commercial, and stakeholder-management skills.Ability to evaluate quotations, conduct commercial comparisons, negotiate competitive terms, and make informed sourcing recommendations.Ability to manage multiple priorities, meet deadlines, and work effectively in a fast-paced project environment.Strong knowledge of procurement policies, procedures, governance, compliance, and ethical sourcing practices.GCC experience with local and international suppliers is highly desirable.Key
