Senior Product Manager – Card Issuing Platform

Location: SingaporeIndustry: Fintech / PaymentsAbout the RoleWe are working with a high-growth fintech and payments business in Singapore that is building and scaling a technology-led card issuing platform for businesses and financial institutions across Asia.The business provides the infrastructure required to launch, manage and scale modern card programmes, connecting customers with issuing partners, payment networks and processing infrastructure through a scalable technology platform.We are looking for a Senior Product Manager to take ownership of key areas of the card issuing platform and help shape the next stage of product development.

This is a highly technical and commercially important product role, working across product strategy, payments infrastructure, APIs, card lifecycle management, third-party integrations and regulatory requirements.You will work closely with Engineering, Design, Operations, Risk, Compliance and commercial stakeholders to translate customer and market requirements into scalable product capabilities.Key ResponsibilitiesProduct Strategy & RoadmapOwn and execute the product strategy and roadmap for the card issuing platform.Identify opportunities to improve the platform's scalability, functionality, reliability and commercial value.Define product priorities based on customer requirements, transaction data, market opportunities and business objectives.Own the product lifecycle from discovery and requirements through development, launch and continuous optimisation.Define clear product KPIs and use data to measure product performance.Card Issuing & Payments InfrastructureLead product development across card issuing and processing capabilities.Work across physical and virtual card programmes, card lifecycle management, authorisation, transaction processing and related payment capabilities.Develop a strong understanding of the full card transaction lifecycle, including authorisation, clearing, settlement, reconciliation, disputes and chargebacks.Work with payment networks, issuing banks, processors, BIN sponsors and other ecosystem partners.Support the development of scalable card infrastructure that can support multiple markets, programmes and customer segments.API & Platform ProductOwn and evolve API capabilities that allow customers and partners to integrate card issuing functionality into their own platforms.Work closely with Engineering to define APIs, data flows, technical requirements and system behaviour.Improve developer experience through clear documentation, tooling and intuitive platform capabilities.Translate complex technical and payments requirements into clear product specifications and user stories.Balance technical scalability with customer usability and commercial requirements.Product DeliveryLead cross-functional product squads across Engineering, Design, Operations, Risk, Compliance and Data.Produce clear PRDs, user stories, acceptance criteria and product documentation.Manage prioritisation, sprint planning and delivery against agreed objectives.Work closely with Engineering throughout the development lifecycle to resolve technical and product decisions.Own product launches and ensure operational readiness across internal and external stakeholders.Risk, Compliance & SecurityWork closely with Compliance, Risk and Operations to ensure products meet regulatory and scheme requirements.Incorporate appropriate controls around card transactions, fraud, authentication, disputes and chargebacks.Support compliance with relevant card scheme and payment requirements.Partner with technical teams on security, resilience and reliability of critical payment infrastructure.Data & OptimisationUse transaction and product data to identify opportunities for improvement.Monitor metrics including activation, transaction success, approval rates, card utilisation, fraud, chargebacks and platform performance.Conduct customer and market research to identify new product opportunities.Continuously optimise the product experience and underlying infrastructure.Requirements6+ years of product management experience within fintech, payments, banking or financial technology.Strong experience in card issuing, card payments or payments infrastructure.Demonstrable experience taking complex payment products from concept through to launch and optimisation.Strong understanding of card issuing ecosystems and payment infrastructure.Experience working with card networks such as Visa and/or Mastercard.Experience working with issuing banks, BIN sponsors, processors or payment technology providers.Strong understanding of card transaction flows, including authorisation, clearing, settlement and chargebacks.Experience working on API-led or platform products.Strong technical understanding and the ability to work confidently with Engineering teams on APIs, integrations, data flows and system architecture.Experience working cross-functionally with Risk, Compliance, Operations and commercial teams.Strong analytical and problem-solving skills.Excellent communication and stakeholder management capabilities.Ability to operate effectively in a high-growth fintech environment where priorities can evolve quickly.Desirable ExperienceExperience building or scaling a card-as-a-service or embedded finance platform.Experience with virtual, physical, prepaid, debit or corporate cards.Experience with tokenisation, 3DS, fraud prevention or transaction monitoring.Knowledge of PCI DSS and card scheme requirements.Experience working across APAC markets.Experience with cross-border payments or multi-currency products.Experience working in a MAS-regulated environment.Experience with developer-facing/API products.Experience working with data teams and product analytics.What You Will Be DoingThis is not a traditional feature-focused Product Manager position.You will be responsible for solving complex problems across the card issuing ecosystem and building infrastructure that enables businesses to launch and operate card programmes at scale.The successful candidate will combine strong payments domain knowledge with technical product management capability and the ability to operate across engineering, commercial, operational and regulatory stakeholders.You will have significant ownership over the product roadmap and the opportunity to influence the development of a core payments platform across Singapore and the wider APAC market.
