Apply & track with Apply EdgePosition DescriptionAngayut, LLC's Senior Program Analyst leads contractor-side analysis and quality control for program, portfolio, real-property, and risk reporting. The position supports U.S. Customs and Border Protection (CBP) under the Program, Project and Mission Support Services (PPMSS) contract, supporting the Border Patrol and Air & Marine (BPAM) Program Management Office (PMO), U.S. Border Patrol (USBP), and Air and Marine Operations (AMO).The senior analyst coordinates assigned analysts, establishes consistent reporting practices, and advises Government clients on portfolio trends, data gaps, and risk. Final Government decisions and approvals remain with authorized Government personnel.Key ResponsibilitiesCoordinate assigned Program Analysts, standardize templates and data definitions, and review recurring reports, briefings, and data-call responses before Government submission.Lead quality checks of portfolio data and project documents; identify reporting gaps, advise the Government client and PM Lead on findings, and mentor analysts on established processes.Facilitate meetings and working sessions, develop agendas, track actions to closure, prepare minutes, and communicate status and next steps to stakeholders.Support acquisition timelines, milestones, plans, and performance measures. Help prepare SOWs, Statements of Objectives, and PWSs consistent with applicable agency requirements, FAR, and HSAR.Support market research, determinations and findings, and analyses of at least three capable vendors. Assist with IGCEs and lifecycle-cost research and documentation.Gather information from subject-matter experts, analyze and validate data, and develop standard and ad hoc briefings and reports on construction, sustainment, maintenance, repair, and operating costs.Prepare inputs for monthly leadership and USBP/AMO project updates, quarterly customer meetings, Program Management Reviews, monthly project reviews, and the weekly Execution Plan.Maintain the BPAM real-property portfolio in TRIRIGA or its successor. Validate asset and equipment records, update inventory after facility assessments and projects, and track data cleanup and asset-validation activities.Prepare the monthly Real Property Management Report. Maintain replacement values, Facility Condition Index information, square footage, space-use data, and supporting property and financial documentation.Support a portfolio-analysis database covering regional conditions, facility characteristics and capacity, energy and water data, financial information, and maintenance requirements.Support projects from initiation through closeout by reviewing PRDs, change requests, and interagency agreements; maintaining reporting databases; tracking cost, schedule, and performance; and participating in project reviews.Lead support for the construction-portfolio risk-management program, including risk registers, quantitative performance/schedule/cost assessments, mitigation plans, monthly status inputs, and lessons learned. Review project documents for consistent application of PMO risk practices.Oversee assigned quarterly Percent of Completion and LER Non-Capital reports, monthly Substantially Complete and Draft Projects reports, and the weekly Execution Plan.QualificationsEducation: Bachelor's degree required. Additional relevant experience may offset the education requirement on a case-by-case basis with Government client and COR approval.Experience: Eight (8) or more years of relevant experience required.Preferred: Experience leading program analysis for federal facilities, construction portfolios, or real-property programs.Preferred: Strong analytical, reporting, and communication skills, including senior-leadership briefings and stakeholder coordination.Preferred: IBM TRIRIGA and SAP experience is highly preferred.Preferred: Experience developing risk-management processes, conducting project-document quality reviews, and mentoring analysts.Schedule: Ability to work five eight-hour days, Monday through Friday, during Government-designated hours generally within 6:00 a.m. to 6:00 p.m. local time. No overtime is authorized.TravelTravel may be required to operational sites, meetings, or other assigned locations. Travel requires prior authorization from the Government client and COR and coordination through Angayut and GBTI.Eligibility RequirementsA CBP Background Investigation is required.
