Position SummaryPrometheus Federal Services (PFS) is a trusted partner of federal health agencies. We are seeking a Senior Program Analyst to support analysis and evaluation of healthcare program effectiveness as the Veterans Health Administration (VHA) implements an organizational redesign and stands up new operating functions. The analyst supports development of job descriptions, standard operating procedures, and policies. Additionally, this role supports the development of key performance indicators and the associated governance systems in support of their reporting, review, monitoring, and improvement strategies. Reasonable Accommodations may be made to enable qualified individuals with disabilities to perform essential functions.Essential Duties & ResponsibilitiesSupport VHA in the analysis and evaluation of healthcare program effectiveness across service categoriesConduct program reviews using systematic methods to assess the quality of current and future VHA programs and determine ways to improve themAssist VHA in executing program operations to meet previously established goals and objectivesAssist in the development of program related key performance indicatorsSupport integrated performance teams (IPTs) in the development of reporting and governance structuresProvide input on program evaluation and on the improvement of the organization and management of projects and programs to increase productivity and program performanceAssist in the identification of program resources and support long-term staffing analysis for functions impacted by new systems and workflowsDevelop program reports, status products, and executive-level briefing materialsSupport planning, coordination, risk management, and status reportingSupport reporting and analytics activities, identifying gaps in current reporting practices and recommending improvementsMinimum QualificationsBachelor's degree (BA/BS) requiredMinimum of eight (8) years of relevant professional experienceDemonstrated experience conducting program reviews, program evaluation, and outcome measurementExperience identifying program resources and developing program reportsDemonstrated ability to support program operations against established goals and objectivesStrong written and oral communication, presentation, and facilitation skills at an executive levelExperience with VHA performance systems and platforms (CDW, VSSC)Knowledge of SharePoint Online, Office 365, at an expert levelAuthorized to work in the U.S. indefinitely without sponsorshipAbility to obtain and maintain a VA Low/NACI background investigationPreferred QualificationsExperience with substantive programs focused on Veterans health careExperience with organizational redesignChange management certification (PROSCI)Experience in program management and coordinationExperience supporting VHAKnowledge of Access and Excel spreadsheets, macros, and executive-level reportingCompensation & BenefitsPFS offers a benefits package that may include health, dental, and vision coverage; flexible spending accounts; disability and life insurance; a retirement plan; paid time off; and other programs to support employees and their families. Actual compensation offered will be determined by a combination of factors, including but not limited to: the candidate's education, knowledge, skills, competencies, and experience; internal equity; geographic location; and contract and organizational requirements. PFS is committed to fair, consistent, and equitable compensation practices across the organization, and offers are calibrated to maintain internal pay equity while remaining competitive in the external market.Salary Range: $83,000 - $123,000
