We are seeking a Senior Project Manager to act in a delivery partner capacity for major Bus Rapid Transit (BRT) programmes. This role is suited to a senior professional with extensive experience in BRT strategy, planning, design oversight, and programme delivery management, who can represent the client’s interests across complex, multi-stakeholder environments. Experience with PPP contract environments is a strong advantage, and prior experience in Saudi Arabia or the GCC is preferred.The successful candidate will combine strong strategic and technical understanding of BRT systems with proven project and programme management capability. This individual will oversee and challenge technical consultants and delivery teams, provide informed recommendations to the client, and help drive decision-making across all phases of project development and execution.Responsibilities include:Acting as part of the delivery partner team to support the successful delivery of BRT programmes and related mobility initiatives.Managing and monitoring programme scope, schedule, budget, risks, dependencies, and reporting frameworks.Providing client-side oversight of strategy, planning, and design activities carried out by consultants and specialist teams.Reviewing and coordinating technical deliverables to ensure quality, completeness, consistency, and alignment with project objectives.Supporting the client in establishing project governance, decision-making processes, approval pathways, and performance controls.Managing interfaces across multiple consultants, contractors, government entities, transport authorities, and other stakeholders.Tracking programme progress and identifying issues, risks, and mitigation measures to support timely decision-making.Supporting procurement, tender evaluation, appointment processes, and consultant or contractor performance management.Advising the client on implementation strategy, phasing, readiness, and delivery risks associated with BRT corridors, stations, depots, systems, and supporting infrastructure.Contributing to commercial and contractual discussions, including exposure to PPP structures where relevant.Preparing executive reports, dashboards, presentations, and briefings for senior client stakeholders.Facilitating workshops, coordination meetings, and stakeholder engagement sessions to drive alignment and issue resolution.Ensuring that project delivery is aligned with regional regulations, applicable standards, and international best practice.Candidate ProfileThe ideal candidate will have substantial experience acting in a client advisory, PMO, project management, or delivery partner role on major transport or infrastructure programmes. They will be comfortable operating at both strategic and delivery levels, with the ability to review complex technical work while maintaining focus on governance, progress, risk, and outcomes.This person should be a strong communicator and coordinator, capable of managing senior stakeholders, challenging consultants constructively, and representing the client’s interests throughout the project lifecycle.Required Qualifications and ExperienceBachelor’s degree in Transport Planning, Civil Engineering, Urban Planning, Architecture, Project Management, or a related discipline.Minimum of 15 years of relevant professional experience.Demonstrated experience in BRT projects, with strong understanding of strategy, planning, and design.Proven experience in client-side project management, PMO, programme management, or delivery partner roles on major infrastructure or transport programmes.Strong experience managing consultants, project controls, reporting, governance, and stakeholder interfaces.Ability to review and oversee multidisciplinary technical work without necessarily acting as the lead designer.Strong commercial, contractual, and risk management awareness.Excellent written and verbal communication skills in English.Experience working in Saudi Arabia or the GCC.Experience on projects involving PPP contracts, concession models, or private sector participation in infrastructure delivery.Master’s degree in a relevant discipline.Professional certification such as PMP, PgMP, or equivalent is an advantage.Arabic language skills are beneficial but not essential.
