We are seeking an experienced Senior Project Manager – Infrastructure to lead the planning, execution, and delivery of large-scale infrastructure projects, including roads, utilities, water/wastewater networks, power, and urban development. This is a senior leadership position requiring deep technical infrastructure expertise, strong commercial and contractual acumen, and the proven ability to manage multidisciplinary teams, consultants, and contractors to deliver complex projects safely, on schedule, and within budget.
Key Responsibilities
Lead end-to-end delivery of infrastructure projects from feasibility and concept design through detailed design, procurement, construction, commissioning, and handover.Develop and manage detailed project execution plans, schedules, budgets, and resource plans across the full project lifecycle.Manage project scope, cost, quality, and risk in line with client requirements, contractual obligations, and relevant regulatory and municipal authority standards.Act as the primary point of contact for clients, consultants, contractors, and regulatory/government authorities throughout project delivery.Oversee tendering, procurement, and contract administration for EPC, design-build, and specialist subcontractors.Monitor and report project performance using KPIs, S-curves, and earned value management (EVM); prepare progress reports for senior leadership and clients.Ensure full compliance with health, safety, and environmental (HSE) regulations, local building codes, and international standards (e.g., FIDIC, NFPA).Proactively identify, assess, and mitigate project risks; manage claims, disputes, and contract variations.Coordinate with utility providers, municipal authorities, and third-party stakeholders to secure approvals and no-objection certificates (NOCs).Lead, mentor, and develop project engineers, site supervisors, and cross-functional project teams.Manage stakeholder communications and expectations, ensuring transparency and alignment throughout the project lifecycle.Drive continuous improvement in project delivery processes, tools, and best practices across the portfolio.Required Experience:10–15+ years of progressive experience in infrastructure project management, including at least 5 years in a senior or lead project management role.Demonstrated track record of successfully delivering large, complex infrastructure projects (roads, utilities, water/wastewater networks, drainage, power, or similar) from inception through completion.Experience managing multi-million dollar project budgets and large, multidisciplinary project teams.Proven experience overseeing EPC and design-build contractors, including tendering, contract negotiation, and claims management.Experience engaging directly with regulatory bodies, municipal authorities, and utility providers to secure project approvals.Experience working with government or semi-government clients on infrastructure programs is highly desirable.Required Qualifications & Skills:Bachelor's degree in Civil Engineering, Construction Management, or a related engineering discipline (Master's degree preferred).PMP, PRINCE2, or an equivalent professional project management certification is strongly preferred.Strong working knowledge of FIDIC contract forms and general construction/commercial law principles.Proficiency in project management and scheduling tools, including Primavera P6 and Microsoft Project.Solid understanding of cost control, budgeting, and earned value management (EVM) techniques.Strong command of HSE standards and international infrastructure codes (FIDIC, NFPA, and equivalent local/regional codes).Excellent leadership, team management, and mentoring capabilities.Strong negotiation, conflict-resolution, and stakeholder management skills.Excellent written and verbal communication skills, with the ability to present clearly to senior executives and clients.Strong analytical and problem-solving skills, with sound judgment under pressure and tight deadlines.Fluency in English is required; proficiency in Arabic is a strong advantage.Valid driving license preferred.
