What You'll Be Doing:Manage purchasing activities for materials, equipment, supplies, and services supporting Government contract operations.Prepare, review, issue, and administer purchase orders in accordance with contractual requirements, company procedures, and applicable Government regulations.Review purchase requisitions, purchase orders, invoices, vouchers, and supporting documentation for accuracy, completeness, and compliance.Evaluate technical specifications and purchasing requirements to identify appropriate and qualified sources of supply.Solicit and evaluate vendor quotations and proposals to support best-value procurement decisions.Maintain procurement documentation and records necessary to support Government, customer, and internal audits.Ensure purchasing activities comply with applicable FAR, DFARS, and Government procurement requirements.Maintain a thorough understanding of relevant market conditions, procurement regulations, budgetary requirements, and supplier capabilities.Coordinate with program management, operations, accounting, and other internal stakeholders to ensure procurement requirements are fulfilled accurately and on schedule.Monitor supplier performance and assist in resolving pricing, delivery, quality, and contractual issues.Provide leadership, guidance, and oversight to procurement personnel and support the development of effective purchasing processes and controls.Required Qualifications:Undergraduate degree in Business or a related discipline from an accredited university.Minimum of 10 years of professional experience as a Buyer, including at least four years of Government procurement experience.Working knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).Demonstrated experience preparing, issuing, and administering purchase orders.Demonstrated ability to accurately prepare and review requisitions, purchase orders, vouchers, and related procurement documentation in accordance with Government regulations and procedures.Ability to review and interpret specifications and purchasing requirements to determine appropriate sources of supply.Thorough understanding of relevant market conditions, procurement laws and regulations, and budgetary policies.Demonstrated supervisory experience with the ability to effectively lead and oversee procurement personnel.Strong organizational skills and attention to detail, particularly in maintaining compliant procurement documentation.Strong written and verbal communication skills with the ability to work effectively across operational, technical, financial, and management teams.Preferred Qualifications:Procurement experience supporting Department of Defense or U.S. Navy contracts.Experience purchasing equipment, materials, repair parts, technical services, or other requirements within a maritime, industrial, logistics, or maintenance environment.Experience supporting procurement activities subject to Government or customer audits.Experience working within a Government contractor purchasing system and maintaining documentation necessary to demonstrate procurement compliance.
