Senior QA/QC & Project Closeout / Handover ManagerLocation: AlUla, Saudi ArabiaJoining: ImmediateAssignment: Full-time, site-based until final handoverRole PurposeTake full ownership of QA/QC, completion, snagging, closeout, and handover, coordinating Construction, MEP, T&C, subcontractors, Document Control, Consultant/PMC, and Client until final acceptance.Key ResponsibilitiesLead the closeout and handover plan by building, area, room, and system.Close all outstanding WIRs, MIRs, NCRs, observations, RFIs, snags, and quality records.Lead daily snagging/de-snagging and verify readiness before Consultant/Client inspections.Coordinate completion, testing, commissioning, and handover of civil, architectural, fit-out, MEP, ELV, fire/life-safety, and specialist systems.Drive progressive handover of rooms, areas, buildings, and systems.Close subcontractor and supplier quality obligations.Complete all as-builts, O&M manuals, T&C records, warranties, training records, spare parts, certificates, statutory approvals, and handover dossiers.Coordinate directly with Consultant, PMC, and Client to remove all handover blockers.Maintain a daily dashboard showing open, closed, overdue, and critical items.Support commercial certification through complete inspection and quality records.Remain fully dedicated on site until Taking Over and final acceptance.Minimum ProfileEngineering degree; master’s preferred.Valid Saudi Council of Engineers registration.ISO 9001:2015 Lead Auditor / CQI-IRCA or equivalent preferred.12–15+ years of construction experience, including at least 5 years in senior QA/QC management.Strong GCC/KSA experience.Proven experience in project completion, snagging, T&C coordination, closeout, and final handover.Hospitality, luxury fit-out, or complex multidisciplinary project experience strongly preferred.Experience with major KSA/PIF clients preferred.Leadership and Personality RequirementsVery strong, confident, and decisive personality.Excellent leadership presence with the ability to take immediate control of the closeout process.Exceptional communication, negotiation, and persuasion capabilities.Proven ability to convince Consultant, PMC, Client, subcontractors, and internal teams through facts, technical justification, and clear solutions.Firm but professional, calm under pressure, and capable of resolving difficult disputes.Hands-on, highly organized, and fully accountable for results.Must be capable of pushing all parties toward closure without damaging working relationships.Immediate availability is mandatory.Mandatory Proven Track RecordThe candidate must provide verifiable evidence of:Successful handover of at least one major multidisciplinary project.Leadership of major snagging, de-snagging, and closeout campaigns.Management of multidisciplinary QA/QC teams.Closure of substantial volumes of quality and handover documentation.Direct Consultant/PMC/Client coordination through final acceptance.Obtaining Taking Over Certificates, completion certificates, or equivalent client approvals.The required benchmark should match or exceed experience involving 18,000+ closeout documents, 100+ Taking Over Certificates/work orders, dedicated closeout-team leadership, and project-wide de-snagging.CVs without demonstrated closeout and final handover achievements should not be shortlisted.Core KPIs100% closure of critical NCRs and observations.100% closure of mandatory WIRs/MIRs affecting handover.100% closure of handover snags.Complete T&C and handover documentation.Progressive Consultant/Client acceptance without premature inspection requests.
