The project is being developed by ENGIE and its consortium partners under the Saudi Power Procurement Company (SPPC) Battery Energy Storage Program. The Al Khushaybi BESS facility has a capacity of 500 MW with 4 hours of storage duration(2,000MWh). As Owner's Engineer, Tractebel is responsible for providing independent technical oversight and assurance throughout the project lifecycle, including design review, engineering management, technology assessment, construction supervision, testing and commissioning support, and verification of compliance with contractual, regulatory, and international technical standards.ResponsibilitiesDevelop and implement commissioning strategies, procedures, schedules, and test plans for the BESS plant, substation, and associated balance-of-plant systems.Review EPC contractor commissioning documentation, including Method Statements, Inspection & Test Plans (ITPs), Commissioning Procedures, and Energization Plans.Coordinate commissioning activities between the Developer, Owner's Engineer, EPC Contractor, OEMs, Grid Operator, and other project stakeholders.Verify readiness for commissioning by ensuring completion of construction activities, punch point closure, documentation availability, and safety compliance.Witness and validate Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and Performance Tests for BESS equipment and electrical systems.Supervise pre-commissioning activities including equipment inspections, cable continuity checks, insulation resistance tests, grounding system verification, and protection system testing.Oversee commissioning and energization of Battery Energy Storage System components, including:Battery Racks and ContainersBattery Management System (BMS)Energy Management System (EMS)Power Conversion System (PCS)Inverters and TransformersHVAC and Fire Protection SystemsAuxiliary SystemsManage commissioning and testing of HV/MV substations, including:Power TransformersGIS/AIS SwitchgearProtection and Control SystemsSCADA SystemsCommunication NetworksMetering SystemsReactive Power EquipmentWitness relay protection testing, protection coordination verification, and end-to-end testing of communication and control schemes.Coordinate grid compliance testing and support successful grid synchronization in accordance with transmission system operator and utility requirements.Verify functionality of BESS operating modes, including charging, discharging, frequency response, voltage support, peak shaving, black start support (if applicable), and ancillary services.Monitor commissioning progress, identify technical issues, and coordinate timely resolution with contractors and equipment suppliers.Ensure all commissioning activities are executed in accordance with project specifications, international standards (IEC, IEEE, NFPA), local regulations, and HSE requirements.Lead system handover activities, punch-list management, and operational readiness assessments.Support reliability run tests, capacity tests, performance guarantee tests, and final acceptance testing.Review and validate commissioning reports, test records, as-built documentation, and operation & maintenance manuals.Provide technical support during initial operation, defects liability period, and project close-out activities.Identify project risks related to commissioning and energization activities and implement effective mitigation measures.Ensure compliance with Saudi Electricity Company (SEC), National Grid SA, SPPC, and applicable project contractual requirements.EducationMandatoryBachelor’s degree in Electrical EngineeringMust Have Substation Experience in KSA with SEC & National GridPreferred☑Relevant professional certification related to the role/discipline☑Professional membership or accreditation, where applicable☑Must Have Substation Experience in KSA ☑ Experience with BESS integration along with Grid preferableMust have Utility Scale BESS experience
