Senior Specialist (Excellence) - Rail Agency Quality, Health, Safety & Sustainability Office | UAE National

Job Purpose Lead the planning, implementation, and monitoring of the Rail Agency’s excellence frameworks, ensuring alignment with government excellence programs and international best practices. Promote a culture of performance improvement, innovation, and accountability while supporting awards participation and benchmarking activities. Roles and Responsibilities Strategy Develop and maintain an agency-wide excellence roadmap, integrating performance improvement initiatives into departmental and corporate strategies. Align excellence objectives with government frameworks such as the Dubai Government Excellence Program (DGEP) and RTA’s strategic priorities. Identify and implement international best practices to enhance operational, service, and management excellence. Define measurable excellence KPIs and ensure their integration into annual business planning cycles. Operations Coordinate self-assessments and external evaluations to measure compliance with excellence criteria. Lead the preparation and submission of award applications, ensuring evidence-based documentation and compelling narratives. Support departments in documenting and standardising best practices, process improvements, and innovation initiatives. Facilitate cross-functional workshops to enhance understanding of excellence criteria and drive collaborative improvement. Monitor progress of excellence initiatives, preparing regular reports for leadership review. Manage QHSS compliance management system and coordinate Agency-wide compliance system. Support and monitor Agency Grievance Cases on CRM system. Product / Process Improvement Analyse results from assessments and awards feedback to identify improvement priorities. Develop targeted action plans to close performance gaps and enhance service delivery. Maintain a repository of successful initiatives, lessons learned, and innovative solutions to be shared agency wide related to DGEP. Physical Working Conditions Participate in site visits and operational reviews to verify the implementation of excellence-related practices and standards Qualifications Bachelor's degree/ master’s degree in business administration or quality managementMust have 6+ years of experience in case of master’s degree (8+ years in case of bachelor’s degree).Certifications: ISO 9001 Lead Auditor in Quality Management, Certified Excellence Assessor (EFQM/ DGEP), Six Sigma Black Belt
