JOB PURPOSE:The Senior Specialist, Infrastructure Management is responsible for overseeing land allocation and governance, ensuring common infrastructure across the TA’ZIZ Industrial Ecosystem. Facilitates the Land Planning Task Force Committee, driving stakeholder alignment, resolving development constraints, and managing approvals for permanent and temporary plot allocations. Maintains and communicates updates to the Site Master Plan, ensuring alignment with current and future development requirements. Coordinates with ADNOC Real Estate on lease agreements, Musataha arrangements, and related property matters. Leads the development of procedures governing activities within easement corridors and shared facilities, while supporting NOC approvals and access requirements for projects, contractors, and tenants. Contributes to the planning of CAPEX and OPEX budgets for shared assets, maintenance programs, and enhancement initiatives. Also develops service scopes for facility management, landscaping, and area upkeep, and works closely with procurement teams to secure and administer supporting contracts and services.The Senior Specialist, Infrastructure Management is responsible for the operation, maintenance, reliability, and lifecycle management of electrical, instrumentation, HVAC, telecom, metering, and related infrastructure assets for Diamon Project Assets. The role oversees the Substation, power distribution systems, E&I facilities, smart monitoring systems, and utility metering infrastructure to ensure safe, reliable, and efficient service delivery to common facilities. The position manages specialist contractors and service providers, supports asset handover and operational readiness, maintains technical records, develops maintenance strategies and budgets, and ensures compliance with TA'ZIZ, ADNOC, contractual, HSE, and regulatory requirements. KEY ACCOUNTABILITIESLead facility management for Park Management and facilities within the Industrial Park. Manage maintenance of electrical, instrumentation, HVAC, telecom, and metering assets. Oversee operation and maintenance of the Electrical Substation and power distribution systems. Develop preventive, predictive, and corrective maintenance strategies. Manage facility management, cleaning, landscaping, and area upkeep contracts. Monitor contractor performance, SLAs, KPIs, safety, and service quality. Ensure asset reliability, compliance, and lifecycle optimization. Lead risk management, audits, inspections, and regulatory compliance activities. Support asset handover, operational readiness, and maintenance planning. Manage OPEX/CAPEX budgets and drive continuous improvement initiativesMinimum QualificationsEducationBachelor's degree in civil/ mechanical/ electrical/ Electronics/ Instrumentation Engineering or Facilities Management/ Asset Management, Urban/Industrial Planning, Infrastructure Engineering, or related engineering discipline.Master's degree is desirable.Professional certifications such as PMP, CMRP, IAM Certificate, IFMA, Risk Management, Contract Management, or equivalent are preferred.Experience10 to 15 years of relevant experience in master planning, land governance, infrastructure operations, facilities management, industrial park development, common facility management, easement/access coordination, technical asset maintenance coordination, or large-scale industrial developments.Experience coordinating land planning committees, site master plan updates, temporary/permanent land allocations, NOC/access requirements, ADNOC Real Estate interfaces, Musataha/ lease coordination, facility management contracts, small substation/telecom/E&I/HVAC maintenance coordination, contractor/service provider management, and operational readiness.Experience within ADNOC, TA'ZIZ, industrial zones, utilities, petrochemical, infrastructure, or industrial development environments is preferred.Technical CompetenciesAs per approved Competency DictionaryBehavioral CompetenciesAs per approved Competency Dictionary Work Condition: Physical Effort Work Environment Primarily office-based role involving regular coordination, meetings, presentations, reporting, activities. Requires periodic walking within TA'ZIZ Industrial Park for site visits, inspections, consultations, and project-related activities. Periodic business travel within the UAE and overseas, as required. Combination of office-based and field-based work within TA'ZIZ Industrial Park.Regular exposure to construction sites, operational facilities, common infrastructure, contractor work areas, and industrial environments, including elevated temperatures, noise, dust, and other site-related hazards.Frequent interaction with operations personnel, contractors and infrastructure operators during assurance, compliance, and operational safety activities.Requires compliance with applicable HSE, security, confidentiality, business ethics, governance, and regulatory requirements.
