Senior Specialist - Safety Certification & Regulation | UAE National

JOB PURPOSEThe function develops and implements regulations, procedures and framework that comply with comprehensive policies and legislation as directed and develops and implements programs to examine, inspect, monitor and review the performance of service owners and railway system operators and safety performanceKEY RESULTS ACCOUNTABILITIESPerform the assessment of Independent Safety Assessors Application and draft ISA permits in compliance with approved legislations and processesMaintain records of all assessments and recommendations for safety certification and regulation enforcementAttend railway safety critical incidents (accidents, emergency, crisis, major service disruptions, special events etc.) as per management directions and provide technical feedback for improvement and/or enforcementFollow up in activities related Memorandum of Understanding (MoU) with Organizations who would technically advise / support RTA in improving the railway safety certification and regulation frameworkEnsuring that the SRA requirements are communicated, understood and effectively implementedReview of safety certification applications and give the necessary feedback to the section manager and prepare safety certificates in line with approved legislations and processesEnsure established systems, processes, procedures and execution of activities fully comply with prevailing Dubai Railway regulations, laws and decreesPerform safety regulation inspections on railway systems and their operators (on and off site) in the Emirate of Dubai to ensure they comply with the safety certificates and approved lawsMonitor activities in the field and ensure that findings associated are technically adequate and failures to satisfy requirements are fully documented for effective enforcement actionSupport the Judicial Authority role in relation to the Safety Regulation Authority functions as per applicable laws and suggest regulatory actions against those who violate themMaintain Registers for Certification and Regulation for Dubai Railway Systems Duty HoldersSupport the planning and scheduling for the internal SRPD / audit systemDevelop and implement processes for railway safety certification and regulation in compliance with approved legislations and policies considering international best practices, standards, and benchmarksimplement the railway safety certification and safety regulation activities in line with approved legislations and processesDevelopment and the implementation of the annual execution plan for the section considering all key activities by setting requirements and targetsReview and follow up the planned action items derived from various activities such as site inspections, audits, recommended action program evaluation, and risk assessmentsProvide technical support, expert engineering & operational judgement to accident & incident investigationsEnsure that safety is integrated into management and work practices and form part of the culture to accomplish program objectives and ensure worker and public health and safetyPerform other job-related duties and responsibilities as neededTechnical CompetenciesEN-50126, EN-50128, EN-50129 - Railway Certification and Regulation - Railway System Safety and Assurance - RAMS (Reliability, Availability, Maintainability and Safety) Railway Operations and MaintenanceRisk Management Maturity ModelsEducationBachelor's degree in engineering/science discipline such as Civil, Mechanical, Electrical, Electronic, Computer Science, from a recognized University 8 years of relevant working experience
