Senior System Analyst - Technology Strategy & Governance (UAE National)

Job Purpose:Bridge business needs and technology solutions within the department, by evaluating, designing, and supporting the implementation of IT systems that underpin contract management, financial operations,performance governance, and operational process improvement. Translate departmental businessrequirements into system specifications and technology recommendations, ensuring that adopted solutions are fit for purpose, compliant with RTA standards, and aligned with strategic objectives.Roles & Accountabilities:StrategyAnalyze departmental business requirements related to contract management and annual planning,translating them into system specifications and technology recommendations to inform the selection and configuration of supporting IT solutions.Evaluate existing and proposed technology systems against departmental strategic objectives, conducting gap analyses and recommending solutions that improve alignment between business needs and system capabilities. Contribute to the design and re-engineering of departmental operational processes by identifying system-driven improvements, and preparing business requirement documents and functional specifications to guide technology implementation.Support the development and governance of performance indicators by assessing system capabilities across platforms such as CPM, MEGA, and Hyperion, and recommending enhancements to ensure accurate and reliable performance measurement.OperationsAnalyze business and system requirements for contract lifecycle management, designing workflows and tracking across relevant platforms.Evaluate and map system integration requirements across GRP/Maximo,financial systems, and procurement platforms, identifying data flow gaps and recommending solutions to ensure seamless cross-system change order and invoice processing.Assess the functional performance of operational systems including CPM, MEGA, OPMS, etc., documenting findings and working with concerned authorities to implement corrective configurations and updates.Product/Process ImprovementAnalyze system workflows and process integration to identify inefficiencies and recommend improvements.Support the optimization of system usage and process automation.Evaluate the impact of system changes and enhancements on operations. Assist in improving data quality, system reporting, and functional performance.Education:Diploma/Bachelor's degree inInformation Technology or Information Systems or Computer ScienceExperience:(5+ years in case of Bachelor’s degree; 8+ years in case of Diploma) in related fieldRequired Nationality: UAE National Only.
