Key Expert – Senior Training and Institutional Capacity-Building Consultant (Cat. II)Project: Technical Assistance to the Syrian Ministry of Health – Strengthening Institutional Capacity and Governance.

Location: Damascus, SyriaIndicative Start Date: 9 December 2026Implementation Period: 14 months (indicative end date: 9 February 2028)NTU International is currently identifying qualified experts for the EU-funded project “Technical Assistance to the Syrian Ministry of Health – Strengthening Institutional Capacity and Governance.”The assignment aims to support the institutional strengthening and governance capacities of the Syrian Ministry of Health, contributing to more effective institutional performance, evidence-based decision-making, accountability and sustainable capacity development.In this context, we are seeking a highly qualified Key Expert – Senior Training and Institutional Capacity-Building Consultant (Cat.

II) to provide strategic and technical assistance in the design, coordination, delivery and evaluation of institutional training and capacity-building programmes for health-sector institutions.Qualifications and Skills RequiredMaster's degree in Institutional Development, Human Resources Management, Education and Curriculum Design, Public Administration, or another closely related field.A Bachelor's degree in a relevant field may be accepted when combined with at least 10 years of directly relevant professional experience.Professional certification in training or facilitation, such as Training of Trainers (ToT), is considered an asset.Demonstrated experience designing and facilitating workshops in organisational behaviour areas (psychological safety, conflict management, professional ethics, safeguarding).Ability to design pre- and post-assessment tools and measure training impact.Ability to prepare strategic Master Training Plans that identify specialized expertise needs and coordinate their delivery.Proficiency in teaching and using the Microsoft Office Suite and information-management fundamentals.Advanced proficiency in Microsoft Word, Microsoft Excel, Microsoft PowerPoint, with the ability to develop interactive training materials and simple monitoring dashboards to assess training impact.General Professional ExperienceMinimum 8 years of professional experience in designing and delivering of institutional training and capacity-building programmes is required, including at least 4 years of experience working with public-sector or health-sector institutions.Specific Professional ExperiencePrior experience working with government or quasi-governmental health bodies is strongly preferred.Practical experience training administrative and operational skills (performance management and KPIs, warehouse and inventory management, quality assurance, digital archiving).Language RequirementsArabic: Excellent written and spoken command – mandatory.English: Good professional working proficiency – mandatory, particularly for technical documentation and coordination with international partners.If you are interested in this opportunity, please apply and upload your CV via LinkedIn or send to recruitment@ntu.eu.
