The Central Bank of the UAE (CBUAE) is the supervisory and regulatory authority of the banking and insurance sector in the United Arab Emirates. CBUAE is responsible for enhancing monetary management, financial stability and protecting consumers through effective supervision of licensed financial institutions, prudent management of reserves, robust financial infrastructure and the adoption of digital technologies.We are seeking a Senior Vice President – Internal Portfolio Management who is responsible for the internally managed portfolios which represent a core part of CBUAE’s foreign exchange reserves and are managed in accordance with the investment policy and strategic asset allocation approved by the Board of Directors. The foreign exchange reserves are structured into different tranches whereby the job holder oversees the portfolios that invest directly in global government bonds, SSAs (supranational, sovereigns and agencies), Gold bullion, FX and money markets. Job holder key objective is to ensure that the portfolios achieve a solid risk adjusted (active) return in accordance with the prevailing guidelines thereby safeguarding the need for safety and liquidity as formulated in the investment and risk management policy. Core Responsibilities Take investment positions and execute financial operations in accordance with the CBUAE Risk Framework and investment processes.Propose, develop and implement new investment strategies.Monitor and analyse portfolio positions and risk parameters on an absolute basis and against benchmark portfolios while ensuring liquidity and governance parameters are fully met.Prepare high-quality reports for senior management on market developments and investment activity and participate in the presentation to the relevant executive committees.Contribute to the innovation initiatives, including automation of tasks and development of quantitative tools related to portfolio management.Contribute to the strategic and tactical asset allocation decisions and propose improvements to the overall investment process. Build and maintain effective relationships with both internal and external stakeholders.Maintain a comprehensive understanding of relevant best practices in investment and reserve management to meet IMF guidance and peer practice.Qualifications and ExperienceUniversity Degree or equivalent in a relevant field such as Economics, Finance or Sciences or a related field.Relevant professional certifications such as CFA/ACI/CAIA desirable. At least 7 years of relevant fixed income management experience preferably with buy side institutions like Central Banks, SWFs, asset managers, pension funds and/or major policy institutions (IMF, World Bank). Experience in actively managing fixed income, foreign exchange/money markets and gold bullion.Deep understanding of global economy and financial market trends.Strong analytical/quantitative skills.Excellent verbal and written interpersonal communication skills.Proven ability to develop and maintain good working relationships with both internal and external parties.Central Bank of the UAE offers you the opportunity to join an interdisciplinary and multinational team spans diverse backgrounds and experiences.
