Vanguard World Management (VWM) is seeking an experienced Site Safety & Health Officer (SSHO) to support a newly awarded federal construction project at Fort Bliss, Texas.The project involves the Repair of Sergeant Major Boulevard, a major roadway/heavy-civil construction project supporting Fort Bliss.Position: Site Safety & Health Officer (SSHO)Location: Fort Bliss – El Paso, TXProject Type: Federal / USACE Roadway & Heavy Civil ConstructionEmployment: Full-time, onsiteAnticipated Start: October 2026Minimum QualificationsCandidates should possess:

• OSHA 30-Hour Construction Safety training
• Demonstrated knowledge and working experience with USACE EM 385-1-1 safety requirements
• Approximately 5 years of relevant construction safety experience, preferably managing or implementing safety programs on projects similar in type, size, and complexity
• Documented continuing safety and occupational-health training sufficient to meet applicable EM 385-1-1 SSHO competency requirements
• Experience developing, implementing, and enforcing construction safety programs
• Experience conducting site safety inspections, safety meetings, hazard assessments, and Activity Hazard Analyses (AHAs)
• Ability to maintain required safety documentation and coordinate with project management, quality control, superintendents, subcontractors, and Government representatives
• Strong working knowledge of OSHA construction standardsHighly Preferred
• Previous USACE / Department of Defense construction experience
• Heavy civil, roadway, paving, utilities, or infrastructure construction experience
• Previous experience serving as an SSHO on federal construction projects
• Current First Aid/CPR and applicable Competent Person qualifications
• Familiarity with Accident Prevention Plans (APPs), AHAs, and USACE safety documentationThe successful candidate must be capable of supporting an active federal construction site and meeting applicable project-specific USACE and EM 385-1-1 safety requirements.
