Role PurposeThe Site Technical Manager will lead the technical delivery of facilities services across a marina and waterfront environment. Acting as the principal site-based technical contact for the client, the role will manage a team of inspectors and provide authoritative oversight across electrical, mechanical, water and associated building-services systems. This is a senior, hands-on Technical Manager position rather than a general facilities management role.Key ResponsibilitiesLead day-to-day technical operations and maintenance across the marina, waterfront and associated facilities.Act as the primary technical point of contact for the client, providing clear updates on performance, risks, incidents and corrective actions.Direct and coordinate a site-based team of inspectors, ensuring effective inspections, quality control, follow-up and close-out.Provide technical leadership across electrical, mechanical, HVAC, plumbing, water systems, fire and life safety, and associated FM trades.Review planned preventive maintenance activities, method statements, risk assessments, permits, technical reports and contractor submissions.Apply SFG20 maintenance standards, or an equivalent recognised maintenance regime, to asset schedules and statutory tasks.Oversee water hygiene and Legionella control, including risk assessments, tank management, flushing, temperature monitoring, sampling, periodic testing and corrective actions in line with L8 principles and applicable local requirements.Monitor asset condition, recurring failures, statutory compliance and maintenance performance; recommend lifecycle, reliability and efficiency improvements.Lead technical investigations and support incident response, shutdowns, emergency works and business continuity.Ensure contractors and service teams meet contractual KPIs, service levels, safety standards and quality requirements.Maintain accurate technical records, inspection reports, test results, compliance evidence and management dashboards.Remain visible and active on site, verifying work quality and resolving technical issues at the point of delivery.Candidate RequirementsBachelor’s degree in Electrical or Mechanical Engineering.Substantial experience in a Technical Manager, Engineering Manager or equivalent senior site-based role.Extensive technical knowledge across electrical and mechanical FM trades, with the ability to challenge and guide specialist teams.Proven experience leading inspectors, contractors and multidisciplinary technical operations on a complex site.Strong practical knowledge of planned maintenance, statutory compliance, asset management and technical service delivery.Working knowledge of SFG20 or an equivalent maintenance standard.Demonstrable knowledge of water hygiene and Legionella control aligned with L8 principles, including tank inspection, water use, sampling and periodic testing.Strong client-facing communication, reporting, problem-solving and site leadership skills.Good written and spoken English.Preferred ExperienceMarine or waterfront experience gained in a marina, bay, dock station or mixed-use waterfront destination.GCC experience within a large, high-profile development or technically complex operating environment.Candidates with relevant exposure from major marina destinations in Muscat, Dubai or comparable regional locations are encouraged.
