Site Telecom EngineerProject: HV/EHV SubstationPosition: Site Telecom EngineerJob SummaryThe Site Telecom Engineer is responsible for the installation, testing, commissioning, integration, of telecommunication and communication systems associated with HV/EHV substation projects. The engineer will coordinate with construction, electrical, protection, SCADA, and commissioning teams to ensure all telecom systems are installed and commissioned in accordance with approved drawings, project specifications, and applicable standards.Key ResponsibilitiesSupervise and monitor the installation of telecom systems and equipment at HV/EHV substations.Review approved IFC drawings, specifications, method statements, and material submittals.Coordinate telecom works with electrical, protection, SCADA, civil, and control system teams.Ensure proper installation, termination, labeling, and testing of telecom cables, fiber-optic cables, and associated equipment.Supervise installation and commissioning of:Fiber Optic Communication SystemsOPGW/ADSS fiber systemsSDH/OTN/Packet Transport equipmentEthernet/IP communication networksTeleprotection communication interfacesRTU/SCADA communication systemsTime Synchronization/GPS systemsPABX/telephone systemsCCTV systemsPublic Address and General Alarm systemsAccess Control systemsIntercom systemsLAN/WAN and network equipmentPerform and witness fiber-optic testing using OTDR, power meter, and light source.Verify cable routing, termination, splicing, patching, and fiber-core allocation.Carry out pre-commissioning checks, functional testing, loop checks, and system integration.Support commissioning and troubleshooting of telecom communication links between substations and control centers.Coordinate with vendors and specialist subcontractors during installation, testing, and commissioning.Prepare and review inspection requests (IR), test reports, checklists, and commissioning documentation.Ensure all telecom installations comply with approved drawings, project specifications, and applicable standards.Identify site issues, technical discrepancies, and interface problems and coordinate corrective actions.Monitor construction progress and report daily/weekly status to the Telecom/Project Manager.Ensure telecom materials and equipment are installed according to approved manufacturer recommendations.Participate in FAT, SAT, pre-commissioning, and commissioning activities where required.Maintain proper as-built documentation and redline drawings.Support final handover of telecom systems, including test records, manuals, certificates, and as-built documentation.Ensure compliance with project HSE requirements and site safety procedures.Technical RequirementsGood knowledge of telecom systems used in HV/EHV substations.Strong understanding of fiber-optic communication systems and testing.Knowledge of Ethernet/IP networking and communication protocols.Understanding of SCADA, RTU, protection, and teleprotection communication interfaces.Ability to read and interpret telecom, network, fiber-optic, and electrical interface drawings.Experience with OTDR and fiber-optic testing equipment.Familiarity with telecom racks, ODFs, patch panels, switches, routers, media converters, and communication equipment.Knowledge of IEC, IEEE, ITU-T, and relevant utility/project standards.Experience with inspection, testing, commissioning, and troubleshooting of telecom systems.QualificationsBachelor’s degree or diploma in Telecommunications Engineering, Electronics Engineering, Electrical Engineering, or a related field.Relevant experience in HV/EHV substation, transmission, utility, or power projects.Previous site experience in telecom installation, testing, and commissioning is preferred.Good communication and coordination skills.Ability to work effectively with contractors, vendors, consultants, and client representatives.Good knowledge of Microsoft Office and engineering documentation systems.HSE ResponsibilitiesFollow all project HSE policies, procedures, and permit-to-work requirements.Ensure telecom activities are performed safely within energized and non-energized substation areas.Conduct and participate in toolbox talks, risk assessments, and job safety analyses.Report unsafe conditions, incidents, and near misses.Ensure personnel use the required PPE and follow site safety requirements.Typical DeliverablesTelecom installation inspection reportsFiber-optic OTDR and power-meter test reportsCable and Fiber termination recordsTelecom equipment installation checklistsPre-commissioning and commissioning test sheetsSAT/functional test reportsPunch-list clearance recordsAs-built drawingsEquipment test certificatesOperation and maintenance documentationFinal telecom handover dossierhas context menu
