Software manager

We are looking for an experienced Software Manager to lead software engineering activities for a large-scale Singapore public sector ICT project. You will manage the development team and oversee architecture, delivery, quality, security, and integration while ensuring compliance with government and industry standards.Key ResponsibilitiesLead and manage the software engineering team across the full SDLC, from design through deployment and maintenance.Define and enforce software engineering, coding, testing, configuration management, and documentation standards.Provide technical leadership across C#, Microsoft SQL Server, Azure, and enterprise application environments.Oversee application and system integration using REST APIs, IBM MQ, and IBM App Connect Enterprise (ACE).Coordinate with infrastructure, cybersecurity, QA, architects, and project teams to ensure successful delivery.Lead technical and architecture reviews with customers, vendors, and government stakeholders.Drive software quality through unit testing, code reviews, security scanning, defect management, and root-cause analysis.Ensure secure development and compliance with IM8, ISO 27001, ISO 9001, and ISO/IEC 12207.Manage development progress, risks, dependencies, and engineering deliverables against project milestones.RequirementsDegree in Computer Science, Software Engineering, or related discipline.8–12+ years of software development experience with proven technical/team leadership responsibilities.Strong understanding of C# and Microsoft SQL Server development environments.Experience managing enterprise software development teams and complex system integrations.Good understanding of SDLC, DevSecOps, software quality, and secure development practices.Strong leadership, stakeholder management, analytical, and problem-solving skills.Experience with Singapore public sector / GovTech projects and IM8 is highly preferred.Knowledge of relevant standards such as ISO 9001, ISO/IEC 27001 is advantageous.Nice to have: Azure Cloud, Power BI, IBM MQ/ACE, REST APIs
