Key Requirements:16+ years of progressive IT experience8+ years of solution or enterprise architecture experience on enterprise-scale, mission-critical systems7+ years of hands-on Microsoft Dynamics 365 CE / Dataverse / Power Platform experienceLead or principal architect experience on at least 2 full D365 implementation lifecycles4+ years of Microsoft Azure architecture and hands-on build experience, including PaaS integration, data, and identity2+ years of production Generative AI / agentic development using Azure AI Foundry, Azure OpenAI, or Copilot Studio2+ years of experience with RAG/grounding, tool calling, agent orchestration, and AI evaluation methodology5+ years of application security experience in a regulated environment, including NIST 800-53 or equivalent, threat modeling, and secure SDLC2+ years of Government Cloud delivery experience involving GCC, GCC High, or Azure Government5+ years of pro-code D365 extensibility using C#/.NET plug-ins, custom APIs, and PCF controls2+ years of cross-cloud/cross-tenant architecture experience involving government and commercial environments4+ years of Power Platform ALM, solution layering, and Azure DevOps CI/CDExperience operating a live production system through vendor platform release waves without disruption5+ years of direct briefing experience with executive/non-technical program leadershipEducation & Certifications:Bachelor's degree in Computer Science, Software Engineering, Information Systems, Data Science, or a closely related technical disciplineRequired: Dynamics 365 Customer Service (MB-230)Required: Microsoft Certified: Power Platform Solution Architect Expert (PL-600)Required: Microsoft Certified: Azure Solutions Architect Expert (AZ-305)PL-400, TOGAF 9/10, AI-102, AZ-500, CISSP/CCSP, SC-100, and DP-600/DP-203 are desired certificationsDesired Experience:Health and Human Services domain experience, particularly child welfare/CCWIS/SACWIS, Medicaid/MMIS, integrated eligibility, behavioral health, or public health systemsFederal child welfare reporting experience with AFCARS, NCANDS, NYTD, CFSR, or Title IV-EPower Pages / portal architecture and external-user securityData engineering and BI experience with Fabric, Synapse, Data Factory, or Power BIPublic sector or District government delivery experienceMentoring and capability transfer to government staff
