Spending Efficiency Automation & Data Specialist

Type: Full-time / 2-year engagementLocation: Riyadh, Saudi ArabiaAbout the RoleOwn the technical and automation workstream of the engagement — turning spending-efficiency methodologies into tools, dashboards, databases, and AI-assisted processes for a government program.Key Responsibilities•     Draft the Business & Functional Requirements Document for a centralized spending-efficiency automation platform•     Build AI-assisted capacity/demand study tooling and benchmarking comparisons•     Automate the initiative lifecycle (submission, analysis, tracking, documentation compliance) and self-assessment workflows with archiving•     Build the spending-efficiency database and initiative classification structure•     Automate the spending-review process and build a service-review performance model•     Produce indicator-performance analysis across management levels and management reporting•     Ensure IT/cybersecurity alignment for all automated tools and systemsRequirements•     3+ years in data/process automation, BI, or digital transformation, ideally in government or consulting•     Working knowledge of AI-assisted tools for benchmarking/forecasting•     Exposure to the Expenditure Efficiency and Government Projects Authority's (expro.gov.sa) reporting/documentation standards is a plus•     Strong Arabic and English•     Bachelor's in engineering, IT, business analytics, or related field
