Type: Full-time / 2-year engagementLocation: Riyadh, Saudi ArabiaAbout the RoleWe're hiring for our client's spending-efficiency consulting team, covering methodology design, procurement advisory, opportunity sourcing, and change management for a multi-track, two-year government program. We're filling both senior and mid-level positions under this posting — indicate your experience level in your application.Key Responsibilities•     Own the readiness-enhancement reporting cycle against the Sustainability Pillars Program requirements•     Design methodologies for capacity/demand studies, spending-quality evaluation, and financial-impact measurement•     Draft the Procurement & Contracting Guide (method inventory, cost estimation, comparison framework, adoption mapping)•     Draft the Spending Efficiency Opportunities Study, including a full policy inventory across the spending lifecycle•     Run stakeholder workshops to map core services, source efficiency opportunities, and shape policy recommendations•     Develop change-management and incentive mechanisms to progress maturity toward “Adopt” level•     Manage quarterly technical support reports and the annual spending-efficiency report•     (Senior) Supervise junior team members and own client relationship managementRequirements•     Mid-level: 3+ years, Senior: 5+ years in management consulting, public-sector advisory, or spending/budget efficiency•     Direct prior experience working with, or delivering engagements aligned to, the standards of the Expenditure Efficiency and Government Projects Authority (هيئة كفاءة الإنفاق والمشروعات الحكومية) — familiarity with its Sustainability Pillars Program, guidance manuals, and reporting requirements is required•     Strong Arabic and English (bilingual report-writing, executive communication)•     Experience with government maturity/readiness frameworks, capital-project evaluation, or change management   Bachelor's required; MBA or equivalent preferred for senior positions
