Responsible for the overall coordination and execution of project commissioning and start-up activities to ensure equipment and facilities are ready for safe, reliable operation.This role focuses on commissioning planning, budget management, deficiency resolution, and coordination with internal and external stakeholders. Strong field commissioning capabilities and hands-on technical expertise are essential. Candidates must have prior field experience as a technician or engineer and the ability to independently perform commissioning activities.The position provides technical support throughout the commissioning phase, troubleshooting issues and applying technical expertise to ensure successful project start-up.Specific AccountabilitiesProvide technical input into the development and continuous improvement of commissioning procedures, checklists, and commissioning practices.Participate in engineering design reviews across mechanical, process, electrical, and instrumentation disciplines to incorporate commissioning requirements.Coordinate field commissioning activities for projects of varying sizes across Liquid Pipelines and Gas Transmission, managing third-party specialized contractors and internal Enbridge technicians.Develop comprehensive commissioning and start-up execution plans, including resource requirements, cost estimates, schedules, and execution strategies.Independently perform in-house commissioning activities for smaller core projects in collaboration with Operations, including equipment configuration, calibration, start-up, functional testing, and troubleshooting.Perform hands-on fieldwork using appropriate tools and equipment to commission, calibrate, configure, and test systems and components.Apply technical expertise to wire, configure, and test programmable logic controllers (PLCs), instrumentation, control panels, and communication systems.Ensure commissioning activities comply with established Enbridge processes, procedures, and applicable safety requirements while meeting project scope, schedule, cost, and quality objectives.Identify, manage, and resolve technical deficiencies and issues arising throughout the commissioning and start-up phases.Ensure effective equipment handover from Construction to Commissioning and from Commissioning to Operations through detailed walkthroughs, documentation, and deficiency tracking.Provide planning and coordination oversight for outage management associated with greenfield and brownfield construction projects.Schedule and coordinate commissioning activities to meet tight deadlines while maintaining safe working conditions.Manage multiple projects and competing priorities simultaneously.Scope and ResponsibilitiesCollaborate with project teams, Construction, and Operations to identify, evaluate, and resolve issues, ensuring equipment is safe and reliable for operation.Apply a strong understanding of industry safety practices, including work permitting, Lockout/Tagout (LOTO), and electrical safety.Develop and maintain effective relationships with field services contractors, promoting strong performance, accountability, and collaboration.Provide technical direction, guidance, and leadership to specialized commissioning teams and contractors.Support consistent commissioning execution and operational readiness across assigned projects.Working RelationshipsProject Teams: Coordinate commissioning requirements, schedules, technical issues, and project deliverables.Construction Contractors: Manage construction-to-commissioning handovers and resolve outstanding deficiencies.Third-Party Commissioning Contractors: Provide oversight, coordination, and technical direction as required.Operations: Coordinate commissioning-to-operations handovers and ensure equipment readiness for safe operation.Project Managers: Provide updates on commissioning progress, schedules, budgets, risks, and outstanding issues.Commissioning Coordinators and Team Members: Provide technical guidance, mentorship, and support to promote consistent execution and knowledge sharing.Required QualificationsTechnical college degree or diploma.Minimum of 10 years of technical experience.Technical knowledge of applicable design and construction codes and standards, including API, NEC, CEC, CSA Z662, and NFPA 11.Demonstrated hands-on field commissioning experience, including the ability to independently execute commissioning and start-up activities.Strong technical troubleshooting skills involving instrumentation, controls, electrical systems, and associated equipment.Excellent interpersonal and communication skills, with the ability to independently lead and coordinate diverse teams, project stakeholders, customers, and contractors.Demonstrated ability to manage multiple projects, competing priorities, and time-sensitive commissioning activities.Preferred QualificationsPrevious commissioning experience in the oil and gas industry.Hands-on experience with rotating and static equipment.Working ConditionsPrimarily office-based, with frequent scheduled travel to construction sites across the U.S. pipeline system, approximately 20–30 days per quarter.Extended working hours may be required to accommodate project schedules and commissioning milestones.Availability to respond to after-hours requests for direction and technical assistance, including evenings and weekends, approximately 5–10 occurrences per quarter.Work schedules may be disrupted by project requirements and
