Supply Chain Executive Manager - Yanbu

Role Summary:We are seeking an experienced Supply Chain Manager to lead end-to-end supply chain activities for the Yanbu Green Hydrogen Project. From the owner side, the role will oversee and assure the EPC contractor’s supply chain, procurement, expediting, logistics, customs, materials management and subcontracting activities, with particular focus on major packages, long-lead equipment, schedule-critical deliverables, supply-chain risks, contractual compliance and interface alignment with project delivery, construction, commercial, legal, quality and HSE requirements.Key ResponsibilitiesDevelop and execute the project Supply Chain & Procurement Strategy aligned with project requirements and execution schedule.Oversee EPC procurement activities, including sourcing, tendering, technical/commercial evaluations, negotiations and purchase-order placement, with special attention to major packages and and long-lead equipment delivery.Lead subcontracting activities, including subcontract strategy, tendering, evaluation, negotiation, award, administration, performance monitoring and close-out of works and services subcontracts.Prepare, maintain and implement the project SCM Plan for the Yanbu Green Hydrogen Project, covering procurement, expediting, logistics, materials management, subcontract management, supplier/subcontractor governance, risk mitigation, reporting and interface management.Manage procurement risks and supply chain disruptions. Drive cost optimization and budget control. Ensure HSSE, quality, and ESG compliance across the supply chain. Lead procurement and subcontractor reporting to project leadership. Coordinate with Project Delivery, Construction, HSSE, Quality, Legal, and Finance teams.Manage subcontractor performance, claims, variations, commercial interfaces and contractual compliance in coordination with Project Management, Commercial, Legal, Construction and HSE teams.Support Saudi localization, local supplier development and in-Kingdom value creation objectives.Coordinate closely with Engineering, Construction, Project Controls, Commercial, Quality, HSE, Commissioning and Operations teams.Lead and develop the Supply Chain, Procurement, Expediting and Logistics teams.Qualifications & ExperienceBachelor's degree in Supply Chain, Procurement, Engineering, Logistics or related discipline.15+ years of relevant experience, with significant experience in major EPC/EPCM projects.Proven experience in Saudi Arabia/GCC, preferably in large-scale energy or infrastructure projects.Experience in green hydrogen, renewable energy, power, desalination/water, oil & gas or petrochemical projects is highly desirable.Strong experience in high-value equipment procurement, supplier management, expediting and international logistics.Experience in supply chain management of electrolyzers, renewable energy systems and other major green hydrogen project packages.Strong experience in subcontract management, contract administration, subcontractor performance monitoring, claims/variation management and close-out.Experience with Saudi laws, import/export requirements and customs regulations related to major project procurement, logistics and materials movement.Flexibility to travel as required to project sites, supplier facilities, fabrication yards and regional/global offices.Key Performance IndicatorsProcurement progress vs. planSchedule optimization and Cost savingsSubcontractor performance, contractual compliance and timely close-out of subcontract packagesLocal content achievementSupply-chain risk mitigation
