CHIL offers professional growth opportunities, competitive salaries, educational assistance, shift differential, and excellent benefits, including 12 paid holidays, paid sick time, and three weeks of vacation.Position SummaryThe Supportive Services Clinical Manager oversees case management and supportive services for youth across Covenant House Illinois’ residential and drop-in programs. This leadership role supports staff in developing and implementing comprehensive service plans, assessing youth needs, incorporating youth voice and choice, and developing therapeutic interventions that promote stability and long-term success.The Clinical Manager tracks service utilization and outcomes, supports program development, and collaborates with program teams to strengthen trauma-informed, harm-reduction, and positive youth development practices. The role also supports group curriculum development and skill building for Case Managers and Youth Engagement Specialists.This position provides clinical supervision and direct clinical case management services while helping youth access housing, healthcare, mental health, education, employment, and other community resources.Essential Duties & Responsibilities1. Mission, Standards & Youth CareUphold CHIL policies, procedures, standards of conduct, and mission.Maintain youth confidentiality while complying with mandated reporting, duty to warn, HIPAA, and other confidentiality requirements.Promote Trauma-Informed Care, Harm Reduction, and Positive Youth Development.Maintain knowledge of the needs and challenges faced by youth experiencing homelessness.Participate in required meetings, trainings, supervision, and weekly case reviews.Model professional and appropriate behavior and promote a safe, welcoming environment.Engage youth experiencing mental health, substance use, or other challenges.2. Leadership & SupervisionProvide weekly supervision to direct reports, including performance feedback, appraisals, corrective action, and development plans.Conduct team meetings and provide coaching, training, and professional development.Coordinate curriculum development and training for case management and residential staff.Support effective social-emotional learning, youth skill development, and case management goals.Monitor team performance and documentation and support staff in achieving individual and team goals.Ensure staff maintain timely, accurate case documentation and service plans.Update training and curriculum as needed to align with industry best practices.3. Program Development & OversightDevelop and oversee case management and youth engagement services across residential and drop-in programs.Oversee admissions, discharges, youth encounters, groups, linkages, and case management services within the Youth Development Center.Support coordination between outreach, YDC, and residential services to ensure continuity of care.Develop and evaluate youth assessments that reflect youth voice and choice.Oversee quality care planning, care coordination, psychoeducation, service orientation, and progress reviews.Support staff in evaluating youth progress and adjusting care plans as needed.Monitor youth records, care plans, progress reports, and quality improvement metrics.Advocate for youth and address barriers to accessing needed services.Establish program objectives, indicators, and outcomes in collaboration with the Clinical and Supportive Services Director and Chief Program Officer.4. Collaboration & Resource DevelopmentCollaborate with Youth Engagement Specialists, Case Managers, and community partners to coordinate care and identify resources and services.Build and maintain relationships with community organizations and service providers.Support youth access to housing, nutrition, healthcare, mental health, education, employment, social development, and substance use services.Advocate for youth and raise awareness of barriers faced by young people experiencing homelessness.5. Documentation & ReportingEnsure timely and accurate documentation of case management and therapeutic services.Maintain confidential, current records in accordance with organizational policies and funding requirements.Prepare reports on program outcomes, youth placements, and team performance.Track youth outcomes and service delivery in HMIS, CES, ETO, and other applicable systems.Ensure compliance with funding requirements, deliverables, tracking, and reporting.Ensure documentation complies with applicable laws, regulations, and organizational standards.6. Trauma-Informed CareEnsure services are grounded in Trauma-Informed Care principles.Promote a safe, inclusive, respectful, and empowering environment.Ensure staff are trained in and consistently practice trauma-informed approaches.7. Crisis Intervention & Safety PlanningProvide crisis intervention and immediate support to youth experiencing distress.Develop individualized safety plans and address safety concerns.Respond appropriately to concerns involving abuse, neglect, or other risks and coordinate with appropriate authorities when necessary.Participate in the 24/7 Crisis Line On-Call Rotation, responding to crisis and emergency calls within a reasonable timeframe.8. Multidisciplinary CollaborationCollaborate with Youth Engagement Specialists, Case Managers, mental health professionals, education and employment staff, and other internal teams.Participate in or lead team and case review meetings as assigned.Collaborate with healthcare providers, social service agencies, legal advocates, and other community partners.Assist with CHIL events and activities as assigned.9. Professional DevelopmentPractice appropriate self-care to manage the emotional demands of the position.Participate in ongoing training and professional development related to trauma-informed care, youth homelessness, crisis intervention, and human trafficking prevention.Perform additional duties as assigned.QualificationsEducation & ExperienceMaster’s degree in Social Work, Clinical Psychology, or a related social services field.Current LCSW, LCPC, or comparable/higher clinical licensure.3–5 years of related social service experience, including mental health, case management, or linkage services.1–2 years of supervisory experience preferred.Experience developing and maintaining relationships with community partners and service providers.Skills & AbilitiesExperience working with youth experiencing homelessness or other vulnerable populations strongly preferred.Experience developing, implementing, or overseeing career readiness and employment programs.Knowledge of workforce development, employment barriers, and community resources.Strong understanding and application of trauma-informed care.Experience working with youth who have experienced homelessness or trauma.Strong written, verbal, listening, and interpersonal communication skills.Knowledge and experience working with LGBTQIA+ youth.Ability to exercise sound judgment and remain effective during crisis situations.Ability to work collaboratively as part of an interdisciplinary team.Willingness to work some weekends and holidays in a 24/7 program; holidays are distributed as equitably as possible.Willingness and ability to obtain CPR/First Aid and CPI certifications.Successful completion of federal, state, and local background checks.BenefitsCompetitive salary403(b) retirement plan, including a Covenant House contributionProfessional development and on-site training opportunities12 paid holidaysAbility to share a meal with youth while working on siteWorking ConditionsThis position requires the employee to work onsite in our office facility.
