Apply & track with Apply EdgeManpowerGroup is recruiting on behalf of a leading international e-commerce and technology organization that is currently expanding its operations in Bucharest through a newly established Capability Center.As the Talent Acquisition Lead, you will play a pivotal role in building and scaling the local Talent Acquisition function from the ground up. Acting as a strategic partner to both local and international leadership teams, you will be responsible for defining and executing the recruitment strategy that supports the growth of the new center across Technology, Finance, HR and Shared Services functions.In addition to driving recruitment delivery, you will lead and develop a team of recruiters, ensuring operational excellence, process optimization and a best-in-class candidate experience.Key ResponsibilitiesTalent Acquisition Strategy & DeliveryOwn the Talent Acquisition strategy and recruitment delivery for the Bucharest Capability Center.Drive hiring plans across multiple business functions, ensuring alignment with business growth objectives and workforce planning needs.Monitor recruitment performance, hiring progress and pipeline health, taking ownership for achieving hiring targets and timelines.Develop sourcing strategies to attract high-quality talent in a competitive market.Leadership & Team ManagementLead, mentor and develop a team of approximately 10-12 Talent Acquisition professionals.Foster a high-performance, collaborative and inclusive team culture.Support team members through coaching, performance management and continuous development initiatives.Ensure recruitment best practices and consistent delivery standards across the team.Stakeholder PartnershipAct as a trusted advisor to senior business leaders, hiring managers and HR stakeholders.Provide market intelligence, talent insights and hiring recommendations to support strategic decision-making.Build strong partnerships across local and international teams to ensure alignment and successful recruitment outcomes.Process Excellence & Continuous ImprovementDrive process optimization initiatives to improve hiring efficiency, candidate experience and quality of hire.Identify opportunities to streamline recruitment workflows, improve reporting and enhance overall Talent Acquisition effectiveness.Support change management and transformation initiatives related to recruitment and workforce planning.Analytics & ReportingUtilize recruitment data, market intelligence and talent metrics to inform hiring strategies.Monitor key KPIs such as time-to-fill, quality-of-hire, pipeline conversion and sourcing effectiveness.Present actionable insights and recommendations to leadership teams.Employer Branding & DiversitySupport employer branding activities and represent the organization within the local talent market.Promote diversity, equity and inclusion throughout the recruitment process.Ensure a positive and engaging experience for candidates and stakeholders alike.RequirementsExtensive experience in end-to-end Talent Acquisition, including both Technical and Non-Technical recruitment.Proven success in scaling recruitment functions within fast-paced and high-growth environments.Previous people management experience leading and developing teams of approximately 10-12 recruiters.Strong expertise in direct sourcing, talent market mapping and recruitment strategy development.Experience partnering with senior business leaders and international stakeholders.Strong analytical mindset with the ability to leverage recruitment data to drive decisions.Demonstrated experience improving recruitment processes and leading transformation initiatives.Excellent communication, stakeholder management and influencing skills.Fluent English.This opportunity is ideal for an experienced Talent Acquisition leader who enjoys building teams, driving recruitment strategy and creating scalable hiring functions in an international environment.
