With a focus on elevating the dimsum experience, Harbour City continues to grow and adapt to evolving market needs.Role Description The Talent Development Manager (Minglanilla, Cebu Assignment) is a full-time, on-site role based in Cebu, responsible for driving employee growth and organizational capability within Harbour City Dimsum House Co. Inc. This role designs, implements, and evaluates training and development programs that build skills and support career progression across business units. The Talent Development Manager oversees succession planning initiatives, identifies high-potential team members, and supports managers in creating development pathways. Day-to-day responsibilities include conducting training sessions, partnering with leaders to assess capability gaps, monitoring training effectiveness, and maintaining learning documentation and tracking systems. The role also collaborates closely with HR and operations to align talent strategies with business goals and foster a culture of continuous learning and strong communication.QualificationsStrong background in Talent Development and Talent Management, with experience creating and executing development frameworks.Hands-on experience in Training & Development, including program design, facilitation, and evaluation of learning outcomes.Proficiency in Succession Planning, including identifying critical roles, mapping successors, and supporting leadership pipelines.Excellent Communication skills, with the ability to engage diverse audiences and build effective partnerships across teams.Bachelor’s degree in Human Resources, Psychology, Business, Education, or a related field.Experience in the hospitality, food service, or retail industry is an advantage.Strong analytical and organizational skills, with the ability to manage multiple programs and priorities.Comfort working on-site in Cebu and collaborating closely with operations and store-based teams.
