The Tanfeeth Manager will oversee requests received through Tanfeeth, SAMA Net, and other approved channels, authorize enforcement actions under the maker-checker control model, and maintain complete audit trails and reconciliations for all enforcement requests.The ideal candidate will combine strong knowledge of the Saudi Enforcement Law and SAMA regulations with sound operational judgment, high integrity and discretion, and the ability to manage time-critical regulatory requests in a fast-paced, highly regulated banking environment.Key Responsibilities• Manage the Branch's daily financial enforcement and judicial banking procedures in the Kingdom of Saudi Arabia.• Act as the primary operational liaison with the Saudi Central Bank (SAMA) for enforcement orders, judicial banking procedures, regulatory inquiries, and related escalations.• Oversee requests received through Tanfeeth, SAMA Net, or any other channel approved by SAMA, and ensure immediate action within the prescribed timelines.• Review and authorize disclosure, freezing, attachment, forced deduction, fund transfer, release, and account-restriction actions under the maker-checker control model.• Ensure that only the amount stated in the order is attached, and that debit restrictions remain effective until the required amount is completed or an official release is received.• Ensure the correct treatment and coding of amounts legally exempt from attachment, including the applicable statutory release percentages.• Review and approve transfers of attached funds to enforcement court accounts or other officially designated beneficiary accounts.• Resolve complex, conflicting, or exceptional cases in coordination with SAMA, Legal, Compliance, AML, IT, Finance, and the relevant Operations teams.• Establish and maintain policies, standard operating procedures, control checklists, escalation matrices, and service-level standards for the function.• Maintain strict confidentiality, appropriate user access, segregation of duties, and complete audit trails for all enforcement requests.• Perform daily control and reconciliation of received, completed, rejected, pending, and partially satisfied orders.• Monitor system availability and participate in testing, business continuity, and disaster recovery exercises for enforcement platforms.• Investigate processing errors or delays, report operational incidents, and implement corrective and preventive actions.• Prepare periodic management and regulatory reports, and provide accurate information requested by SAMA, auditors, and the authorized authorities.• Supervise, coach, and assess the performance of Financial Enforcement Officers, and ensure adequate operational coverage at all times.Applicant RequirementsEducation:• Bachelor's degree in Law, Finance, Accounting, Banking, Business Administration, or a related field from an accredited institution.Experience:• 5 years of banking experience, including at least 2 years in financial enforcement, judicial banking procedures, banking operations, or a comparable supervisory role.• Practical experience with Tanfeeth, SAMA Net, core banking systems, and regulatory case-management workflows.• Experience within a bank or financial institution operating in the Kingdom of Saudi Arabia is essential.Skills:• Strong knowledge of SAMA regulations, the Saudi Enforcement Law, attachment and release procedures, and protected or exempt funds.• Strong leadership, decision-making, operational risk, and stakeholder-management capabilities.• High attention to detail and the ability to manage time-critical regulatory requests without error.• High level of integrity, professionalism, and strict confidentiality.• Sound understanding of maker-checker controls, segregation of duties, and audit-trail requirements.• Strong organizational and reconciliation skills, with the ability to manage high volumes under strict deadlines.• Proficiency in Microsoft Office, particularly Excel.• Fluency in Arabic and a good command of English (written and spoken).
