Technical Business Analyst

Profectus is seeking multiple experienced Technical Business Analysts to support complex technology delivery projects within an Australian Government agency. The roles sit between business and technical teams, taking projects from discovery and scope definition through to solution design, testing, implementation and handover. The work covers requirements elicitation, current and future state analysis, technical documentation and change and training support.Key ResponsibilitiesElicit, analyse, validate and document business, functional and non-functional requirements, including change management and training requirementsFacilitate workshops, interviews and working sessions with stakeholders at all levelsDevelop current and future state analyses, identify gaps and assess impacts, risks, dependencies and organisational readinessAct as the liaison between business and technical teams to keep requirements, priorities and solution objectives aligned across the delivery lifecycleWork with technical teams on solution design, testing and implementation, in line with agreed change approaches and RACI responsibilitiesDevelop and evaluate work breakdown structures and coordinate activities and dependencies across multiple teamsPrepare and maintain project and technical artefacts, including technical requirements, As-Built documentation, implementation plans, transition plans and training materialsDevelop and deliver targeted communication plans for different stakeholder groupsCapture and transfer knowledge as a standard way of workingAlign BA deliverables with the agency’s BA capability standards and delivery methodologyRequired ExperienceMinimum 5 years’ experience as a Technical Business Analyst or Technical Lead delivering complex projectsExperience in discovery, current and future state analysis, impact assessment and scope definitionDemonstrated experience developing and evaluating work breakdown structures and managing dependencies across multiple teamsStrong workshop facilitation and stakeholder engagement skills across business and technical teamsExperience producing high-quality project and technical documentation, including technical requirements, implementation plans and As-Built documentationStrong analytical and problem-solving skills, with the ability to manage ambiguity and competing prioritiesAbility to work independently and within cross-functional teams, aligning with established team practicesDesirable ExperienceExperience analysing enterprise applications, integrations and technical architecturesTechnical background as a developer or senior developerExperience supporting operational technology, scientific, forecasting, environmental monitoring or data-intensive systemsFormal qualifications or certification in Business Analysis (e.g. CBAP, CCBA) and Change ManagementExperience in both Agile and traditional (Waterfall) project environmentsExperience developing and delivering trainingExperience with Microsoft 365, including SharePoint, Teams and collaboration toolsExperience in large, regulated organisations, including Federal GovernmentSecurity Clearance RequirementsMust be an Australian CitizenMust have the ability to obtain an AGSVA Baseline Security ClearanceCurrent AGSVA Baseline Security Clearance preferred.Working ArrangementsHybridMelbourneWhy ProfectusProfectus partners with Australian Government agencies to deliver trusted ICT capability across complex delivery programs.
