Apply & track with Apply EdgeAbout the RoleSEE Engineering is seeking an accomplished Technical Director to lead the technical function of our Project Management Office (PMO). The Technical Director provides strategic technical leadership across the project portfolio, ensuring that all projects are designed and delivered in compliance with UAE authority regulations, project specifications, and the highest quality, safety, and sustainability standards. The role sets the technical direction for the PMO and works closely with senior management, clients, consultants, and authorities to drive successful project delivery.Key ResponsibilitiesProvide strategic technical leadership and direction across all PMO projects.Lead and manage the technical function, including Technical Managers, engineers, and draftsmen.Establish, implement, and govern technical standards, procedures, and design review frameworks across the PMO.Oversee design development and technical reviews from concept through construction and handover.Provide final technical approval on key design submissions, shop drawings, and technical submittals.Ensure compliance with project specifications, UAE codes, international standards, and authority regulations (e.g., Dubai Municipality, Civil Defence, DEWA, ADDC).Oversee the authority approval strategy, including NOCs, permits, and critical submissions.Lead constructability reviews and value engineering initiatives to optimize cost and performance without compromising quality.Resolve complex and escalated technical issues across projects, providing expert guidance to project and site teams.Identify technical risks at portfolio level and ensure effective mitigation strategies are in place.Oversee QA/QC governance and ensure technical non-conformances are addressed effectively.Manage relationships with consultants, clients, contractors, and authorities, representing the company in high-level technical meetings.Advise senior management on technical risks, feasibility, constructability, and innovation.Support technical input into tenders, procurement, and material and system selection.Build technical capability within the PMO through mentoring, succession planning, training, and performance management.Required Skills and AbilitiesExpert knowledge of construction standards, codes (e.g., ASTM, BS, ACI, and local codes), materials, and building systems.In-depth understanding of UAE authority approval processes and regulatory requirements.Strong expertise in design management, constructability, value engineering, and technical risk management.Strategic thinking with strong decision-making and problem-solving abilities.Proven leadership skills, with the ability to build and develop high-performing technical teams.Excellent communication, presentation, and stakeholder management skills at senior and executive levels.Familiarity with engineering and BIM software such as AutoCAD, Revit, Navisworks, STAAD, ETABS, or similar tools.Education and ExperienceBachelor's degree in Civil Engineering or a related engineering discipline (mandatory); a Master's degree is an advantage.Minimum 15 years of experience in construction and engineering, including at least 8 years in a senior technical leadership role.Proven track record of leading the technical delivery of large-scale residential, high-rise, commercial, or infrastructure projects in the UAE.Experience overseeing multiple projects or a project portfolio within a PMO, developer, or main contractor environment.Preferred QualificationsExperience in complex villa communities, roads and infrastructure, or MEP-intensive projects.Professional chartership or registration (e.g., PE, Chartered Engineer) and PMP certification.Familiarity with quality and safety management systems (e.g., ISO 9001, ISO 45001).Knowledge of sustainability frameworks (e.g., LEED, Estidama, Al Sa'fat).Work EnvironmentThis is a senior leadership role combining office-based strategic responsibilities with regular site visits and client and authority engagement. A professional corporate image and appropriate dress code are expected during client meetings and dealings.
