We are looking for an experienced Technical Engineering Officer (TEO) to lead and coordinate technical activities during the Irrigation RFP preparation stage and subsequent project execution phases.The ideal candidate will have strong experience in technical office engineering, design coordination, quantity verification, technical submissions, methodology development, and construction support, with the ability to ensure that proposed solutions are technically sound, cost-effective, constructible, and fully aligned with Client requirements.Key ResponsibilitiesTechnical & Engineering ManagementLead engineering and technical office activities for irrigation infrastructure projects.Review and coordinate engineering designs, drawings, specifications, and technical documents.Ensure all proposed solutions comply with Client requirements, project specifications, and applicable standards.Identify technical issues, design gaps, and potential constructability challenges.Provide technical support throughout the RFP and project execution phases.Design CoordinationCoordinate between design consultants, engineering teams, construction teams, and other project stakeholders.Review drawings and technical documents for completeness, accuracy, and consistency.Manage technical interfaces between irrigation networks and other infrastructure/utilities.Ensure design solutions are optimized for constructability, cost, and programme requirements.Technical SubmissionsPrepare, review, and coordinate technical submissions, including technical proposals, calculations, method statements, and supporting documentation.Ensure submissions are aligned with Client and project requirements.Respond to technical queries and coordinate resolutions with relevant engineering disciplines.Support the preparation of RFP technical responses and project deliverables.Quantity Verification & Cost OptimizationReview and verify quantities based on drawings, specifications, and project requirements.Coordinate with Quantity Surveying/Commercial teams to ensure accurate quantity take-offs.Identify opportunities for value engineering and cost optimization without compromising quality or technical compliance.Support the development of project budgets and cost-related technical evaluations.Methodology & ConstructabilityDevelop and review construction methodologies for irrigation works.Ensure proposed methodologies are practical, safe, and aligned with site conditions.Evaluate construction sequences, temporary works, access requirements, and technical constraints.Work closely with construction teams to ensure designs and methodologies are fit for execution.Technical ComplianceMonitor compliance with Client requirements, specifications, approved standards, and applicable authority regulations.Review technical documents and ensure all required approvals and submissions are properly coordinated.Maintain technical records and support the resolution of engineering and construction-related issues.Ideal CandidateWe are looking for a proactive and technically strong Technical Office Engineer who can bridge the gap between design, commercial, planning, and construction teams.The successful candidate should have strong analytical and coordination skills, attention to detail, and the ability to develop technically compliant and commercially optimized solutions for irrigation infrastructure projects.
