Technical Officer - Projects

Key Responsibilities

Conduct scheduled and unannounced site inspections and verify works against approved drawings, specifications, BOQs and materials.Identify defective, substandard and non-conforming work and ensure issues are properly documented and addressed.Verify contractor progress claims, measurements, variations and material deliveries against actual site conditions.Witness inspections and testing and monitor contractor HSE compliance.Prepare tender documentation and support the end-to-end tendering and bid evaluation process.Manage contractor and vendor performance and evaluate variations and claims.Provide practical advice on constructability, sequencing, cost, programme and value engineering.Identify potential claims and project risks early and provide technical support during contractor/consultant negotiations.Support project documentation, approvals, snagging and handover.Provide current market and contractor insights to support informed project and procurement decisions.Mentor junior team members and contribute to lessons learned and improvements to future projects.Required experience:Bachelor’s degree in Civil Engineering, Construction, Architecture or a related fieldStrong experience in construction, refurbishment, fit-out or project deliverySolid knowledge of drawings, specifications, BOQs and material approvalsExperience with contractor valuations, variations, claims and tenderingStrong site inspection, quality and HSE knowledgeCommercially aware with a good understanding of UAE construction market rates and contractorsStrong problem-solving, negotiation and stakeholder-management skillsAbility to work independently and confidently challenge non-compliance
