This is a techno-functional leadership role: you will own the program plan, translate customer and business requirements into clear technical direction, and track delivery across multiple concurrent workstreams and onshore/offshore teams. Just as important, you will be the driving force behind an AI-first mindset across every team and every solution, setting the expectation that AI-assisted engineering is the default way of working, not an exception.Key ResponsibilitiesOwn end-to-end program and project delivery across engineering teams spanning software engineering, data/BI & integration engineering, and DevOps/cloud engineeringPartner directly with customer and business stakeholders to understand business priorities, constraints, and success criteria within the health insurance/payer domainTranslate business and customer requirements into clear technical requirements, epics, and stories, ensuring shared understanding across product, architecture, and delivery teamsBuild, maintain, and track detailed program plans, schedules, dependencies, RAID logs, and status reporting across all workstreamsDrive sprint/iteration planning, backlog grooming, and delivery governance (Agile/Scrum/Kanban) across distributed onshore/offshore teamsChampion and drive an AI-first engineering mindset across all teams, ensuring AI-assisted coding, testing, documentation, and operations practices are adopted consistently across every solution deliveredIdentify opportunities to apply AI and automation to accelerate delivery, improve quality, or reduce operational cost, and drive adoption plans together with engineering and architecture leadsManage cross-team dependencies across software engineering, data/BI/integration, and DevOps/cloud engineering roles, proactively resolving blockersOwn stakeholder communication: executive status updates, steering committee reporting, and risk/issue escalationPartner with architects on technical roadmap alignment with business prioritiesEnsure delivery quality, compliance, and security requirements, including HIPAA-aware practices, are embedded into program executionMentor and guide engineering leads on program management fundamentals and on driving AI-first delivery within their teamsRequired QualificationsBachelor's degree in Computer Science, Engineering, Business, or a related field; PMP, PMI-ACP, CSM, or SAFe certification is a plus12–15 years of experience in technical program or project management, including delivery of complex, multi-team software engineering programsStrong working knowledge of AWS services and cloud architecture concepts, sufficient to engage credibly with engineering and architecture teams on technical trade-offsProven experience managing programs spanning distributed systems/backend engineering, data engineering/BI, and DevOps/cloud engineering disciplinesStrong command of program/project management tools and methodologies (Agile/Scrum/Kanban, JIRA, Confluence, MS Project, or similar), including building and tracking project plans, RAID logs, and status reportsDemonstrated ability to understand customer and business context and translate business requirements into actionable technical direction for engineering teamsStrong analytical and problem-solving skills to track progress, surface risks early, and drive resolution across multiple concurrent workstreamsStrong verbal and written communication skills, including experience presenting to senior stakeholders and clientsExperience managing and coordinating distributed onshore/offshore delivery teamsStrong stakeholder management skills across business, engineering, and executive audiencesAI-First Leadership (Required)A genuine AI-first mindset: able to identify, champion, and drive adoption of AI-assisted engineering practices (AI coding assistants, agentic workflows, AI-assisted testing and documentation) across every team and every solution under their managementPractical, hands-on familiarity with AI coding/assistant tools (e.g., Claude Code, GitHub Copilot, Cursor, or similar), sufficient to credibly set expectations and coach teams on effective, responsible usageAble to define and track AI-adoption goals and metrics across engineering teams (e.g., proportion of AI-assisted work, cycle-time improvement, quality impact) as part of program governanceUnderstanding of responsible and compliant AI usage in a health-insurance context, including data-privacy safeguards such as never exposing PHI or sensitive member/client data to external AI tools, and the ability to enforce these standards across teamsAble to evaluate where AI can be applied across the full solution lifecycle, requirements analysis, design, coding, testing, documentation, and operations, and build these expectations into program plansComfortable partnering with architects and engineering leads to embed AI-first practices into technical roadmaps and solution designsPreferred QualificationsExperience in the US health insurance or payer domain: claims, eligibility, enrollment, provider/member data, and HIPAA-aware program deliveryExperience managing programs supporting health plan clients in a consulting or professional services environmentFamiliarity with the specific technologies used by the teams under management: Go, Python, Node.js, AWS EKS/OpenShift, AWS Glue, Power BI, IBM Message Broker/ACE, and cloud DevOps toolchains (Terraform, CI/CD)AWS Certified Cloud Practitioner or AWS Certified Solutions Architect (Associate)Experience establishing AI governance frameworks or an AI center-of-excellence function within an engineering organization
