Technical Specialist

Job PurposeProvide technical and project engineering support for the development, construction, commissioning, operation improvement, and maintenance of recycling and waste treatment facilities. Assist in coordinating engineering activities, monitoring contractor performance, reviewing technical documents, and supporting projects to ensure compliance with operational, environmental, quality, safety, and regulatory requirements. Key Responsibilities Support the implementation of engineering and operational improvement initiatives across recycling and waste treatment facilities.Contribute to facility optimization projects aimed at improving throughput, recovery rates, equipment reliability, and operational efficiency.Assist in evaluating new technologies and equipment related to waste processing, recycling, landfill management, wastewater treatment, and plant production.Support sustainability and resource recovery objectives through technical analysis and project execution.Participate in project planning activities and provide engineering/ technical input during feasibility and design reviews.Support preparation of project cost estimates, budget tracking, and procurement evaluations.Monitor project expenditures and report variances to project managers, operations head or department heads.Assist in identifying opportunities for cost reduction through process improvements and operational efficiencies.Support technical evaluations of equipment and contractor quotations to ensure value for money.Contribute to asset lifecycle management and maintenance planning initiatives.Coordinate with Operations, Maintenance, HSE, and Procurement teams to ensure smooth project execution.Liaise with equipment suppliers, contractors, consultants, and service providers on technical matters.Support communication with regulatory bodies during inspections, permit applications, and compliance activities when required.Participate in project meetings and provide status updates on engineering activities.Build effective working relationships with internal and external stakeholders to support operational objectives.Assist in managing engineering projects from planning through commissioning and handover.Review engineering drawings, technical specifications, method statements, and equipment submittals.Conduct site inspections to monitor project progress, quality standards, and compliance with approved designs.Support troubleshooting of process equipment and systems within recycling facilities, wastewater treatment plants, landfill operations, and SRF production lines.Coordinate installation, testing, commissioning, and performance verification activities.Track project schedules, risks, technical issues, and corrective actions.Prepare technical reports, progress updates, and project documentation.Support implementation of preventive and corrective maintenance improvement initiatives.Monitor contractor activities and ensure compliance with project requirements and safety standards.Assist in process performance monitoring and data analysis to identify operational improvement opportunities.Collaborate effectively with cross-functional teams to achieve project and operational goals.Share technical knowledge and lessons learned with colleagues and site teams.Participate in technical training and continuous professional development activities.Responsible to comply with and implement HSE policies and standards, ensure staff awareness and training completion, report hazards /incidents, support investigations and audits, and drive continuous improvement in safety performance.Supports multiple recycling and waste treatment facilities/projects.Participates in engineering projects ranging from minor upgrades to medium-scale capital projects.Coordinates with contractors, consultants, equipment vendors, and operational teams.Supports facilities processing municipal solid waste, construction and demolition waste, industrial waste, wastewater, landfill operations, and SRF production.Key Competencies/ Technical CompetenciesEngineering Project CoordinationWaste Management and Recycling ProcessesMechanical and Process Equipment KnowledgeTechnical Drawing and Specification ReviewProject Planning and SchedulingContractor and Vendor ManagementCommissioning and Start-up SupportRoot Cause Analysis and Problem SolvingData Analysis and ReportingEnvironmental and Regulatory Compliance AwarenessMS Office and Engineering Software ApplicationsBehavioral CompetenciesPlanning and OrganizingProblem SolvingAccountabilityAttention to DetailTeamwork and CollaborationAdaptabilityCommunication SkillsContinuous Improvement MindsetCustomer and Stakeholder FocusExperience & QualificationBachelor’s degree in mechanical engineering, Environmental Engineering, Chemical Engineering, Civil Engineering, or related discipline DesirableMaster's Degree or relevant professional certification2-5 years of experience in project engineering, waste management, recycling facilities, industrial plants, wastewater treatment, or related industriesExperience in MRF, C&D recycling, landfill operations, SRF/RDF plants, environmental infrastructure projects Skills /TrainingProject coordination, technical documentation, engineering calculations, contractor supervision, MS Office, AutoCAD reading or Primavera/MS Project, commissioning experience, waste processing technology knowledge, HSE certifications
