Telecommunication, Centralized Control and Signaling Manager

Job DescriptionWe are seeking an experienced Electrical Engineer with extensive expertise in telecommunication, centralized control, and signaling systems for rail transit infrastructure. In this critical role, you will serve as the Telecommunication, Centralized Control and Signaling Manager, overseeing the supervision of installation, testing, and commissioning of all telecommunication, centralized control, and signaling systems for Metro and electrified Rail Transit projects. You will be responsible for ensuring the successful implementation and operational readiness of these essential transport infrastructure systems.

Key Responsibilities

Supervise the installation, testing, and commissioning of all telecommunication, centralized control, and signaling infrastructure for Metro and electrified Rail Transit projectsOrganize and oversee the technical execution of system installations, ensuring compliance with project specifications and industry standardsConduct comprehensive testing protocols and validate system performance prior to operational deploymentManage the commissioning process to ensure all telecommunication and signaling systems are fully operational and integrated with transport infrastructureCoordinate with engineering teams and contractors to ensure seamless installation and integration of control systemsDevelop and maintain detailed technical documentation, testing reports, and commissioning recordsMonitor system performance during testing phases and identify optimization opportunitiesTroubleshoot technical issues during installation and testing phases, implementing effective solutions to maintain project timelinesEnsure compliance with telecommunications and rail transit industry standards and regulatory requirementsManage vendor and contractor relationships to support system implementations and installationsProvide technical guidance and supervision to installation and testing teamsDevelop strategic recommendations for system architecture and infrastructure improvementsAllocate resources and manage project schedules to ensure timely completion of installation and commissioning activities Qualifications20+ years of professional experience in railway/rail transit telecommunications systems and infrastructure7+ years of hands-on experience managing centralized control systems, SCADA systems, and signaling protocols in rail transit environmentsDemonstrated experience with Operations Control Center (OCC) systems and rail signaling technologiesProven experience leading and managing technical teams in railway telecommunications and control system environmentsStrong knowledge of rail signaling technologies and protocols (SS7, SIGTRAN, Diameter, etc.)Expertise in rail transit network architecture and centralized control system designAdvanced analytical and problem-solving skills with the ability to diagnose complex technical issues in rail systemsProficiency with SCADA monitoring tools and rail telecommunications management systemsExperience with rail-specific telecommunications software platforms and control system applicationsDemonstrated project management capabilities and ability to manage multiple rail transit initiatives simultaneouslyStrong vendor management and stakeholder communication skills in the rail transit sectorKnowledge of rail transit industry standards, safety protocols, and compliance requirementsExcellent organizational and time management skillsProficiency in technical documentation and process development for rail systemsExperience with system optimization and performance tuning in rail transit environmentsPreferred: Certification in telecommunications, rail systems management, or network managementPreferred: Experience with emerging rail transit technologies and system evolution
