Job PurposeThe Tender Executive functions as the organization’s early-warning and tender intelligence focal point for government and regulated-sector opportunities across priority markets. This is not a clerical or reactive tender-monitoring role. The role is designed to de-risk the sales pipeline, identify opportunities before public release, and support informed bid/no-bid decisions, ensuring company resources are deployed only on strategically viable and winnable tenders.Key ResponsibilitiesTender Scouting & Early Intelligence Proactively identify upcoming government and semi-government tenders prior to public announcement across UAE, GCC, Middle East, and Africa.Monitor regulatory, political, and sector developments impacting government security and regulated industries.Provide early visibility on procurement intent, funding readiness, and anticipated tender timelines.Track opportunities from pre-market intelligence through official tender release.Stakeholder & Market Intelligence Develop and maintain stakeholder maps covering ministries, authorities, regulators, system integrators, and key influencers.Leverage networks within ministries (Interior, Finance, Customs, Immigration), central banks, embassies, and relevant agencies.Maintain accurate records of stakeholder intelligence and opportunity context.Monitor competitor activity, consortium structures, and historical award trends.Bid Support & Decision Enablement Support leadership with bid/no-bid recommendations based on intelligence and risk assessment.Provide intelligence inputs to bid teams during pre-RFP and tender stages.Support shaping of tender strategy where early intelligence allows.Ensure timely escalation of high-value or high-risk opportunities.Reporting & Intelligence ManagementMaintain a structured tender and intelligence pipeline within CRM or intelligence management systems.Prepare concise executive summaries, dashboards, and opportunity briefs for senior management.Ensure intelligence accuracy, relevance, and confidentiality at all times.Educational and Technical Qualifications Bachelor's degree in Business Administration, International Relations, Economics, or a related field.5–8 years of experience in tender management, business development, government procurement, or tender intelligence within the UAE, GCC, Middle East, or Africa.Exposure to government security, regulated industries, identity, traceability, or mission-critical environments is highly preferred.Strong understanding of government procurement lifecycles, including:Pre-tender engagementPre-qualification processesTender evaluation methodologiesStrong analytical and reporting capability with the ability to translate intelligence into actionable insights.Excellent written and verbal communication skills for senior stakeholder engagement.Technical & Functional Skills Experience with tender portals, aggregation platforms, and intelligence sources.Hands-on exposure to CRM systems (Salesforce or equivalent).Strong documentation, reporting, and presentation skills.High level of discretion, judgment, and professionalism.Language SkillsWritten and spoken English and Arabic is MUST.Knowledge of any other language will be an added advantage.
