About the RoleManage and oversee the contract lifecycle management process in line with Contract terms & conditions and its associated files; maintain vendor relationships, monitor supplier compliance against original commitments and interface with business partners regarding shortfalls on performance. Proactively identify cost-saving opportunities and work to pursue these savings.ResponsibilitiesDevelop, implement, and maintain contract regulations, governance policies, and procedural manuals covering the entire lifecycle (drafting, negotiation, execution, and evaluation) in alignment with Saudi Arabian laws.Develop and maintain standardized bidding templates, RFPs, and contract frameworks to ensure consistency, transparency, and operational efficiency across the department.Establish and enforce internal control systems and process updates to continuously audit contract compliance, streamline tendering, and align with institutional goals.Manage full-cycle tendering and proposals from suppliers and operators—including RFP issuance, bid openings, technical/financial evaluations, negotiations, contract awards, and formal bid closure.Ensure all tendering activities, documentation, and vendor selections strictly comply with organizational procedures and local regulatory standards, specifically maximizing Local Content requirements.Draft, review, and negotiate agreements with suppliers and operators, ensuring precise alignment with legal standards, pricing principles, terms and conditions, and commercial risks.Draft official contractual correspondence, manage claims, and lead dispute resolution efforts in close coordination with the Legal department to protect JTC's rights and commercial interests.Monitor financial obligations, ensure accurate order entry and funding allocation, and verify that contractually allocated dues, invoices, and payment milestones are executed per agreed terms.Oversee active contract administration, including scope changes, Change Orders, delivery schedules, and contract amendments to capture performance improvement opportunities.Track contract execution, SLAs, and performance timelines to ensure both parties fulfill all operational and regulatory commitments, mitigating legal and operational risks.Maintain a centralized repository for all executed contracts and SLAs to guarantee audit readiness, and generate periodic management reports on performance metrics and Local Content compliance.Direct the final stages of contract completion, verifying the full satisfaction of commitments, receipts, and deliverables prior to formal administrative closeout.QualificationsBachelor Degree in relevant field or equivalent is required. A masters degree is a preferred.Minimum 8 - 10 years of experience within the same field, including at least 2 years in a managerial role. Experience in a relevant sector is preferred.Professional CertificationsProfessional and scientific certifications in management, contract management (e.g., CPCM, PMP), or other relevant certifications in contract management and procurement are preferred.
